A Study On University Liability From The Perspective Of Educational Public Service

At present, the education development of public service has become anindispensable aspect in development and prosperity of society and the importance ofuniversity in the educational public service is growing. University keeps playing itsfunctions in the field of educational public service，at the same time to accept thechallenges of improving social function of university requirements. Especially in the21st century, along with the education increasingly globalization, informatization,exchanges and cooperation increasingly widespread, university function is no longerlimited to personnel training and scientific research. In this background, universitiesshould undertake the function of its own development in the educational publicservices and view corresponding diachronically under the new situation of socialdevelopment of its own traditional responsibilities. They also should recognizethemselves in the position and the importance in the education process of publicservice to undertake the important task of the era entrusted to. Therefore, our countryuniversities should not only face the increasingly diversified social needs, but alsoface the challenges of the function transformation. National key university especiallythe first-class university should be aware of the task of the history on their shouldersand realize the importance of its development for the state and society, in terms ofhow to develop themselves and how to adapt to the social need for rational thinking.Although at present some our country universities have realized the significance ofuniversity social service function, with part of the universities exploring how to playbetter to the functions of the universities in educational public services, but there stillexists certain problems in actual development process, especially in the serviceconcepts, service nature, the respects such as further research on service scope needsand improvements.Based on these causes, the research states the connotation and characteristics ofsocial responsibilities in educational public services from the perspective of theproblem with literature study methods and analyzes the causes and significance of social responsibility of the university in the field of educational public services of, aswell as states our country universities facing the present situation and existingproblems in educational public service; Adopting comparative research methods, westudy the concepts of social service functions and the concrete implementation waysof American universities. By comparing the difference of universities in China and theUnited States in the aspect of social responsibilities, Chinese universities can use theexperience of the American colleges of social responsibilities for the reference topromote our country university playing a greater role in educational public services.First, research defines the core concept definition, connotation andcharacteristics of educational public service and university social responsibilities anddiscusses the university social responsibility problems with realistic interpretation,and has carried on the further interpretation; Second, we conduct briefly carding andanalysis of the historical evolution of Chinese universities in the field of currenteducational public services and the current situation of the social responsibility of theuniversities of our country in public services and elaborate our country universitycurrently facing with the problems and reasons in terms of social responsibilities;Third, through the social responsibility practice of social value orientation, theoreticalbasis and principles in colleges and universities in the United States, summarize theexperience and lesson to seek the path and ways of university social responsibility inour country; Finally, through the literature review, it is pointed out the deficiency ofthe function in the education in colleges and universities in the field of public services,by processing the relationship between the social development and universityeducation in the public service in China and contacting the actual situation of theuniversity development of our country to point out that the rational choice of theuniversity social responsibility and social service function of colleges and universitiesfor the future development in the field of the several opinions put forward.
