| The influence of government policies on industrial development has always been a key academic research field at home and abroad.In accordance with policy intentions,government policies can be divided into encouragement policies and restraint policies.Encouragement policies are more common in various industrial policies in China,while restraint policies focus on phasing-out of excess production capacity and prevention and remedy of pollution.The intentions of the two kinds of policies are widely different and the influence mechanisms are complex,therefore,that how to understand the influence of government policies on industrial development under complex combinations is the starting point and end point of this research.The evolutionary history of coal chemical industry is closely related to Chinese industrialization and different kinds of government policies.In recent years,industrial support policies,environmental protection policies and other government policies have all covered the coal chemical industry,providing suitable research samples for analysis of different kinds of government policy influence mechanisms under the unified framework.In this paper,the coal chemical industry is taken as an example to deeply explore that how government policies affect the development of industrial enterprises at the theoretical and empirical level.The paper is divided into seven chapters.The first chapter is introduction,mainly about the background and significance of topic selection,main innovations and technology roadmap.The second chapter is literature review,in which the deficiencies of existing research are found out and starting point of research is determined by sorting out existing literature.It is found that there is no consensus view on the influence of industrial policies and environmental regulations on industrial development,which is closely related to the factors including industrial heterogeneity,regional development level and stage difference.The third chapter is the policy evolution and influence in the development history of coal chemical industry in China.By sorting out the development history of traditional coal chemical industry and the evolution of industrial policies in different stages inductively,the following implications are obtained:(1)the coal chemical industry in China experienced the development process from introducing,absorbing,improving and recreating,a great progress has been made compared with the dependence on import in preliminary stage in terms of technology and equipment,capability of independent innovation has been continuously strengthened,and the traditional coal chemical industry is transformed to new coal chemical industry at present.(2)currently the coal chemical industry in China is still in the early phase of a transition,there are many challenges and opportunities in the future development.The fourth chapter is the research of the influence mechanism of environmental regulations on coal chemical enterprises,in which,the game model among government sectors,pollution control enterprises and polluting enterprises is constructed,and game process and game result are analyzed.For a long time,with the enhancement of intensity of environmental regulations,the costs of polluting enterprises rise and market share shrinks,at the same time,pollution control enterprises have been developed better.The econometric model is further constructed in accordance with theoretical results,empirical methods are adopted to observe the relationship among the intensity of environmental regulations in government sectors,environmental behaviors of enterprises and development of coal chemical enterprises.It is found that when environmental regulations are weak,due to large investment in environmental protection equipment,long payback cycle and other reasons,it is difficult for large enterprises with good environmental protection performance to achieve good market performance,while small and medium-sized enterprises with average environmental protection performance can gain higher revenues and profits due to lower costs;however,after government sectors strengthen environmental regulations and conduct central environmental protection inspection on a national scale,there is a significantly positive impact on the development of large coal chemical enterprises with good environmental protection performance,but the pressure is increased on small and medium-sized enterprises with average environmental protection performance,and there is a significantly negative impact on their revenues and profits.The fifth chapter focuses on the influence of government support on the development of coal chemical enterprises.In this part,the econometric model is constructed to carry out empirical investigation on the specific impact of demonstration projects of coal chemical industry on R&D innovation activities and transformation and upgrading.First,information are obtained from various channels including National Development and Reform Commission,National Energy Administration,Website of Ministry of Industry and Information Technology,annual reports of listed companies,news coverage of listed companies and pilot areas,etc.to determine that whether enterprises participate in the demonstration project of coal chemical industry and participation time,the information of enterprises participating in the coal chemical demonstration project are collected as comprehensively as possible to form the variable data of government support(demonstration project);second,the influence of government support(demonstration project)on R&D innovation activities of coal chemical enterprises(measured by the proportion of R&D investment in operating income)is empirically tested;finally,the influence of government support(demonstration project)on transformation and upgrading of coal chemical enterprises(measured by total factor productivity)is empirically tested.It is found that on the one hand,if sample enterprises participated in the coal chemical demonstration project,more expenditures will be invested to support R&D and innovation activities,and there will be a significantly positive impact on the number of patents applied;on the other hand,transformation and upgrading is a long-term process,so there is a hysteresis quality for the influence of enterprises' participating in coal chemical demonstration project on total factor productivity,and there will be a significantly positive effect after3 periods.The sixth chapter is the development history and policy experience of world coal chemical industry.It is shown from the research that the global coal chemical industry has experienced ups and downs,and it is still in the process of continuous optimization and upgrading,especially under the continuous improvement of global consensus on environmental protection in the future,there will be a great test of environmental protection standards for new coal chemical industry.At present,a series of policies supporting coal chemical industry to move toward high-end have been issued in South Africa,the United States,Japan and the European Union.What we can learn from them is that the future strategic planning for sustainable energy development in China should be in accordance with the current situation of domestic energy and industrial structure adjustment direction,only when we choose the most suitable strategic plan for medium and long-term development of China,keep following the plan and encourage technological innovation and personnel training can we achieve the economic development and social progress on the basis of satisfying domestic energy needs.The seventh chapter is research conclusions and policy recommendations,in which,three main research conclusions of this paper are reached,respectively are:(1)The development of coal chemical industry at home and abroad is inseparable from the support of industrial policies.In the future,clean energy will be the focus of global development,higher requirements will be put forward for the high-end of coal chemical industry by the strategic goal of ‘carbon peak,carbon neutral' of China.(2)Phased environmental protection policies will not significantly affect market efficiency and reduce pollution,only strong and sustainable environmental protection policies can strengthen the pollution control behaviors of enterprises and make environmentfriendly enterprises get better development prospects.(3)Government support policies improve enterprise productivity by encouraging enterprises to increase investment in technical research and development,so as to promote industrial transformation and upgrading,but there is a significant hysteresis effect for this effect,we are supposed to have confidence and patience in the positive impact of industrial policies. |
