High quality construction deformation measurement is not only the technical guarantee of construction safety management,but also the basis for the survival of engineering measurement institutions.Since the concept of "building deformation measurement project"appeared in the latest edition of "Code for Deformation Measurement of Building and Structure",the application of project management theory and method has become a new way to manage building deformation measurement.However,the new concept is only put forward by the code,not defined.Due to the lack of conceptual basis,the theoretical research on the quality management of the construction deformation measurement project has not been carried out.In order to solve this problem,this study first defines the basic concepts such as"building deformation measurement project",and then studies the quality management mode applicable to such projects and the work methods to improve the project quality from the overall and specific work levels.The main content of this study is divided into the following three parts:(1)The concept of "building deformation measurement project" was defined.By introducing the project definition based on Heidegger’s ontology,the concept of "building deformation measurement project" was defined.It was pointed out that the reason why building deformation measurement is presented as a project as a whole is that,in the specific work of building deformation measurement,the mode of being of the measurement instruments is "unready to hand".This mode of being is based on the interaction between the staff and the measuring instruments.Therefore,two ways to improve the quality level of building deformation measurement project were put forward:one is to use the quality management mode and method under the traditional project definition to manage the whole project;the other is to improve the project quality by coordinating the interaction between staff and measuring instruments in the specific work.(2)Based on the theory and method of project quality management system under the traditional definition of project,the quality management system of building deformation measurement project was established.Based on the core theory of ISO 9000 standards,including quality management principles,process methods,PDCA cycle and risk based thinking,taking ISO 10006:2017 project quality management system as the framework,and combining with the specific requirements in the "Code for Deformation Measurement of Building and Structure",the quality management system of building deformation measurement project was constructed.(3)From the perspective of coordinating the interaction between the staff and the measuring instruments,the measurement uncertainty analysis of commercial measurement instrument and the optimization of measurement instruments were studied.According to the characteristics of commercial measurement instrument,the definition and evaluation process of measurement uncertainty,the measurement uncertainty analysis process of commercial measuring instruments was given.The effectiveness of the method is verified by an example.From the angle of deciding whether the measuring instrument is suitable for the specific building deformation measurement project,the influencing factors of measuring instrument optimization were summarized.The process of measuring instrument optimization was established,which consists of the first round of optimization based on accuracy factor and the second round of optimization based on other influencing factors.In order to solve the linguistic multi-attribute decision-making problem with incomplete weight information abstracted from the second round of optimization,a new method was proposed by combining the variable fuzzy set theory with triangular fuzzy number.The feasibility of the new method was verified by an example.This paper studies the quality management of building deformation measurement from the perspective of project management.Through the definition of the concept of "building deformation measurement project",it lays a conceptual foundation for the research of building deformation measurement project management.The construction of the quality management system of building deformation measurement project,the uncertainty analysis of commercial measurement instruments and the optimization of measurement instruments enrich the quality management methods and ideas of building deformation measurement project,which has important theoretical significance and practical value.
