Research On The Role Of Energy Cooperation On The Transformation Of Resource-based Economy

At present,all of the countries and regions have collaboration with each other to cope with the difficult issues in developing,faced with the contradiction between the rapid increase of energy demand and insufficient energy supply,and the contradiction between the use of energy for production and living and the comprehensive and sustainable development.Such important measures and governance mechanism are represented by energy cooperation of "the Belt and Road Initiative",and global climate negotiation.In domestic,central government and local government attach great importance to such issues as energy and its related climate and low carbon development,and have been seeking for internal and external cooperation to ensure long-term and stable developing of economy and society.In this process,resource-based regions undertake the historical responsibility of transformation development,as important participators and undertakers of energy cooperation.At present,the transformation of the resource-based economy has entered a critical period,and it is necessary to find strong theoretical support and feasible practical measures.Therefore,combining the proposition of the era of energy cooperation with the transformation needs of a resource-based economy,and studying the role of energy cooperation in the transformation of a resource-based economy from the perspective of element combination can not only lay a micro-foundation for issues related to energy cooperation at the mid level in theory,to open up new perspectives for academic research related to resource-based economy;it can also guide the practice of resource-based economy transformation and explore breakthrough paths for it.This thesis comprehensively uses Marxist political economy,system theory,spatial economics and international economics,and adopts methods such as inductive deduction,comparative static analysis,mathematical model analysis,case studies,and intermediary effect testing to discuss the impact of energy cooperation on resource-based economies.The thesis uses Marxist political economy as the theoretical support and methodological guidance.Aiming at the goals and constraints of the resource-based economic transformation,the thesis clarifies the necessity of resource-based economic energy cooperation and the feasibility of energy cooperation to promote the resource-based economic transformation.On this basis,draw on the theory of spatial economics and technological innovation on the horizontal and vertical linkages of factors and the theory of system hyper-cycle,and conduct a theoretical analysis on the role of energy cooperation in the transformation of a resource-based economy from the horizontal and vertical role and evolution law of different combinations of factors;Absorb and use Rybzinski’s theorem,growth pole theory,Marx’s capital cycle theory,social reproduction theory and Schumpeter’s theory of system elements,conduct comparative static analysis,mathematical model analysis and logical reasoning to analysis on the mechanism of energy cooperation on the transformation of a resource-based economy.Furthermore,The thesis has periodical analysis in the developing process of Shanxi(a typical province with resource-based economy)energy cooperation with case study and descriptive statistics analysis.Empirical test has been used to reflect the effect of energy cooperation of ten provinces(region)for resource-based economy with Econometric model such as entropy weight method,OLS regression method,mediator effect,and policy and suggestion have been proposed to boost the transformation of energy cooperation.These provinces are Shanxi,Shaanxi,Xinjiang,Inner Mongolia,Heilongjiang,Gansu,Ningxia,Guizhou and Yunnan.The main research conclusion and viewpoint are as follows:1.The thesis summarizes the motive of energy cooperation targeting at the objective and constraint of the transformation for resource-based economy.and can reach a conclusion that,resource-based economy is a natural participant in energy cooperation and its advantage should be consolidated,target should be made clearly to get more ways of energy cooperation and horizontal division involve in horizontal division under the guidance of the government.Building up the cooperation will do benefit to the transformation of resource-based economy.Different types of energy cooperation will have various impact on resource-based economy.As a "Negative Entropy Flow",energy cooperation in various forms will play an important role in dissipation and regression steady state resource-based economy.2.This thesis uses agglomeration and diffusion theory,technological innovation theory,and system theory to analyze and find that based on the flow of factors brought about by energy cooperation,different combinations of factors have an effect on the transformation of the resource-based economy through two levels: horizontal and vertical.Among them,the horizontal level function mainly affects industrial structure and production efficiency of the transformation for Resource-based economy,it is a chemical transformation inside of factor combination,and its forms depend on various types of factor combination.The vertical level function is a physical transformation in constitution of factor combination based on horizontal level function,its main forms are polarization effect and equilibrium effect.Both of level functions affect the dominant position of energy factor in resource-based economy and transformation of different factor combinations of energy cooperation.3.This thesis concludes through mechanism analysis on the transformation of resource-based economy affected by such four types of energy cooperation as energy trade,energy investing,energy technology and energy management cooperation.In horizontal level,energy trade cooperation will have income effect on resource-based economy and benefit the transformation in the beginning,it will cause contrary effect when the cooperation develops to certain extent.Energy investing cooperation boosts the transformation of resource-based economy with structure effect and connotation effect.Energy technology cooperation and energy management cooperation have a promoting effect on the transformation of resource-based economy with structure effect and spilling over effect.In vertical level,energy trade cooperation will have polarization effect on energy factor usually.Energy investing cooperation,energy technology cooperation and energy management cooperation will cause polarization effect or equilibrium effect,and the dominant position of resource-based economy factor will be affected,and also the effect of its transformation.4.The dissertation has evaluation on the transformation effect of resource-based economy of ten resource-based provinces(region)from 2005 to 2019 by means of entropy weight method,and performs basic regression and mediator effect for the transformation effect of resource-based economy caused by energy cooperation using OLS regression and mediator effect inspection.The results show that during the long-term systematic project of transformation of resource-based economy,energy trade cooperation has a promoting impact on the transformation of resource-based economy in horizontal level by means of income effect,energy investing cooperation has a promoting impact on the transformation of resource-based economy in horizontal level by means of structure effect and connotation effect,energy technology cooperation and energy management cooperation have a promoting impact on the transformation of Resource-based economy in horizontal level by means of structure effect and spilling over effect.At the same time,in these ten provinces(region),energy trade cooperation and energy investing cooperation mainly cause polarization effect,and energy technology cooperation and energy managing cooperation mainly cause equilibrium effect,which will influence dominance position of energy factor in Resource-based economy.5.Together with the conclusion of theory analysis,this thesis has made periodical analysis respectively on the progress of energy cooperation of Shanxi,China,a typical province with resource-based economy,by means of case study method and description statistic analysis method.through analysis,the thesis finds out that the energy cooperation in Shanxi province has changed from quantity to quality,from single way to two ways,and gradually realized the cleanness of cooperation fields in the continuous evolution;energy cooperation has the motivation to the economic transfer and with the continuous improvement of the energy cooperation system’s internal quality improvement and various types of energy cooperation,from the internal energy industry to industrial system and then to the whole economic and social system,the effective path has been shown step by step along with the industry structure,development ability,district division,environmental resources.6.With Theory analysis and empirical research,the perspective of this thesis is that Resource-based economy needs more open policies,the government should consciously guide the development of resource-based economy,consolidate its own advantage by launching multiple types of energy cooperation,and attract factors with high quality to promote the transformation according to its transformation requirement.There will be more cooperation with energy commodities and energy service trade in highly additional value in the energy trade cooperation,and they can stimulate the energy collaboration to develop in the direction of attracting factors with high quality as well as capitalization of trade revenue.Speculating cooperation should be avoided in the cooperation of energy investing,while foreign investment should be used actively to guide the cooperative capital to flow to emerging industry and intensify human resource in energy industry.Absorption capacity of oversea advanced technology and domestic innovative cooperation in energy field will be intensified.Technology research and transformation will be accelerated by production and research integration through internal cooperation.Currently,the cooperation of energy management remains immature,so the utilization and supervision of energy fund and ecological protection mechanism should be improved,and the integrated cooperation in energy finance and carbon trading system need accelerating.The innovation point of this thesis is as follows: First,it tries to analyze the mechanism of energy cooperation on resource-based economic transformation from the horizontal factor combination level and vertical perspective effects.Among this,referring to the method of applying the polarization effect of spatial economics to factor combination in previously studies,this thesis further transforms the diffusion effect of factors in space into the equilibrium effect of factors and composition in economy system,complements and improves the relevant theories,constructs the analytical framework of the mechanism of energy cooperation on the transformation of resource-based economy.Second,energy cooperation is divided into energy trade,energy investing,energy technology and energy management cooperation from the perspective of regional cooperation,and takes specific energy cooperation that can be seen in the individual research cases into the same research system.Systematically research is done with the same research model and speculates the rule of transforming,thus drawing the outline of the system of energy cooperation.Among them,some of the viewpoints and content provide reference value for the research of related issues in the following days.Third,there is no statistics and department data for economic events related to energy cooperation.This thesis sets Shanxi province as an example in the long process of research.Data collecting and managing,practical condition of energy cooperation have been teased out,and periodic analysis has been made,and a large number of detailed latest data and research methods have been kept in a record,which provide real guidance meaning for the development of local economy and decision-making of related departments.These are several deficiencies and what needs to be improved:First,the thesis does not include energy service and trade cooperation in the research of cooperation of energy trade at the end of this thesis due to the constraint on practical situation of research object.Energy trade cooperation will be considered as a single research subject and further research will be done in the future.Second,this thesis does not do research on the formal and informal system and does not distinguish these two systems in the mechanism analysis of transformation effect of resource-based economy from system factor entry to factor combination in terms of the focus limitation of the research,and the difference of the two systems has been neglected,which is also what the author will research for in the future.Third,though great efforts have been made in the process of digging and teasing out the data for provincial energy cooperation,there are still some deficiencies.The author will accomplish and improve scientific academic research by studying statistics.
