| At present,China’s energy consumption mainly includes coal,oil and primary electricity,and supplemented by natural gas,among which,oil and natural gas are comparatively imported more.Same as natural gas,oil is mainly imported from the Middle East and Africa by sea.However,such single-channel way of importing energy appears to be a potential threat to the energy supply of China,which calls for diversifying energy imports and modes of transportation.According to the concept of"One Belt and One Road",it is imperative to enhance cooperation with Kazakhstan in energy,considering Kazakhstan is not only rich in energy and in urgent need for new energy development,and most import it is along Silk Road Economic Belt.In the beginning,the paper introduces current situation of energy cooperation between China and Kazakhstan,and makes a comparative analysis of the energy development.It shows that there is great complementary between the two countries in the development of oil and gas energy,as well as new energy.As a result,cooperation in oil and gas energy between China and Kazakhstan can well fill the gap in China’s energy demand,and diversify China’s energy import channels so that to reduce the risk from Malacca Strait by sea.In the meanwhile,with Kazakhstan spare more effort to new energy development,it brings great opportunity to the cooperation with China.Then,the paper constructs a VAR model using new energy consumption in Kazakhstan,China’s oil and natural gas consumption,the GDP,and CO2 emissions of the two countries,to analyze the environmental and economic effects of final energy consumption in the two countries.And it turns out that the new energy power and natural gas consumption contribute a lot to higher levels of CO2 emissions,indicating that energy cooperation between China and Kazakhstan is conducive to the environment Protection.At last,the paper analyzes challenges and constraints of China-Kazakhstan energy cooperation.At present,China and Kazakhstan are facing problems including imperfect cooperation mechanism,political and energy policies instability in Kazakhstan,fierce international competition and the inadequate role of Xinjiang’s bridgehead.Faced with such problems and challenges,we need to make institutional improvements not only in view of political dimension,but corporate and Xinjiang levels. |
