After the political reform in 1986,Vietnam,as a socialist country has entered the period of transition from the previous central-planned economy toward a market economy.The political-economy transition has led to the processes of globalization,marketization and decentralization in Vietnam.The vision of Vietnamese cities is not limited to local economic growth,but they also participate in regional competition and integrate into the global system of capital and division of labor.In this context,the production of urban space is no longer monopolized by the state,but became a field of multi-stakeholders.Land resources are not merely means of production,but also become special type of commodities.Parallel with the economic growth,Vietnamese cities have experienced rapid urbanization,witnessing the expansion of urban structure,the formation and the rise of peri-urban areas.However,the rapid growth of peri-urban areas also caused the uncoordinated effects of spatial development such as:the disorder expansion of cities;the emerging of ghost cities which caused inefficient utilization of land-use;the unregulated constructions in urban villages;the fragmentation of urban landscape and many other issues.Under the lens of political-economy transition,the thesis drawing on the theory of the production of space and research methods of new-institutional economy,it establishes logical relations between the institutional reforms and the changing in the mechanism of spatial production.Among the legacy system of urban development,the institutions of land-use are the legal foundation of the production of space.Through the in-depth study of land property rights,land tenure and land management system,the thesis points out the defects of the current land-use system and analyses the relations between institutional deficiencies and the issues of spatial development.It further reveals the deep relation between the state,capital,and society in the process of urban development.Through the empirical case of Hanoi city,this paper analyses the formation,and characteristics of spatial development and the uncoordinated effects of peri-urban areas.Through the theoretical and empirical research,this thesis reaches to the following conclusions:(1)The formation of land markets lead to the changes in the values of space,and causes the rise of peri-urban development;(2)The relations of spatial production in peri-urban area has shifted from"single-track" of state monopoly to "pluralism-participation";(3)The deficiencies of the current land-use system directly affect to the spatial strategies and behaviors of the stakeholders;(4)The deficiencies of the land-use system and weak capacities of local government have caused the hybrid characters of land markets;(5)The uncoordinated effects of spatial production in peri-urban areas are directly caused by the behaviors and spatial strategies of the stakeholders.Finally,the thesis proposes some institutional suggestions to improve the quality of the spatial production process in Vietnamese cities,both include the changes in ideology and specific institutional designation.At the level of value orientation,the thesis reconsiders three important development ideology,between:growth and development,efficiency and equity,gorvernance and management.Bases on this foundation,it puts forward suggestions for the future reform of the land-use system.
