Study On The Planning Of Non-Urban Land In Urban Fringe Area Of Hancheng City

In recent years, with the rapid advance of urbanization, urban space in China isgrowing rapidly, while the non-urban land space has been invaded and occupied inurban fringe area. There exists big contraditction between urban and rural areas.In the18th CPC National Congress, the construction of ecological civilization would bepromoted, and the new urbanization proposed is is more prominent in overallurban-rural development. Therefore, with urban planning turning tourban-rural-planning, what we should do is to make the change from the "urban" to the"urban-rural" view and forcus on non-urban land space on the land protection anddevelopment.In this context, the paper disscusses the relationships of the urban construction landand the non-urban land from the perspective of natural systems and artificial systems,and put forward the ecological preservation and urban-rural balanced development asthe main research idea, in the view of which the paper raises that the non-urban landplanning should not be an independent type of planning, but ought to be incorporatedinto the existing urban and rural planning system, and thus build the urban-ruralintegration planning system.In the view of ecological preservation and urban-rural balanced development, Thepaper takes Hancheng, county-level city of northwest China, was the researchexample.Firstly, the paper disscusses the relationships of the urban and the non-urbanland on space structure, and makes analysis the ecological landscape structure and theurban-rural system. Seceondly, the paper disscusses the relationships of the urban andthe non-urban land on space form, and studies on the ecological and growing characterof urban-rural land space morphology. Thirdly, the paper disscusses the relationships of the urban and the non-urban land on land use, makes evaluation of land constructivesuitability and rural areas development condition, and further regulates non-urban landspace control and sets limits of ecological control line, and thus make clear the completeland layout coverage of urban and rural areas.Finally, the paper summarizes therelationship of non-urban land and urban land layout, and gives some suggestions onplanning implementation and management.
