Railway technical regulations are institutional basis for train operation,passenger transportation,freight transportation,equipment operation and maintenance.In recent years,China Railway has built world class modern railway network and the most developed high-speed railway network,which has become the largest railway network and transportation system.In order to manage and operate the world-class railway network well,China State Railway Group Co.,Ltd.(hereinafter referred to as China Railway)must strengthen high-quality management of railway technical regulations.As an ultra-large-scale network enterprise,China Railway has extremely complex operating scenarios and external environments,and needs to manage a large scale and complex technical regulations.At the same time,China Railway implements a three-level management mechanism,which includes China Railway,Railway Administration,and Railway Stations and Depots.There are significant differences and even conflicts in the management objectives of technical regulations among entities at different levels.Moreover,railway operation management involves different professions such as locomotive,train,public works,electricity,power supply,and vehicles.Each profession has its own characteristics and interest demands in the process of regulation management.Therefore,there is no ready-made experience in the world that can be directly used for reference in the scientific and systematic management of China's railway technical regulations with the characteristics of super large-scale network,multi-level,dynamic and complex system,which also belongs to the frontier and weak point in the theoretical level.Based on the in-depth analysis of current situation of railway technical regulation collaborative management,this dissertation introduces game theory,system dynamics and other system theories into research from the perspective of the whole process.The dissertation studies the formulation and supervision mechanism of railway technical regulation,analyzes the optimization of its publicity and implementation,and constructs the comprehensive management evaluation system.It provides theoretical guidance and practical support for promoting the reform of railway technical regulation management and implementing the standardization,efficiency,orderliness and coordination of technical regulation management.The research contents and main conclusions of this dissertation are as follows(1)Optimization of railway technical regulations management system.This dissertation constructs the framework of railway technical regulation management system,analyzes management subject,management object,management process and other contents of the system framework,summarizes the coordination problems existing in railway technical regulation management,and points out that the weaknesses of railway technical regulation collaborative management to be optimized are formulation,supervision,implementation and comprehensive evaluation.(2)Optimization of railway technical regulations formulation process.This dissertation summarizes the process and mode of railway technical regulation formulation,expounds the dilemma of "prisoner's dilemma",and analyzes the action game of railway technical regulation formulation under two different conditions of no professional department leading and with professional department leading by constructing game model.It also puts forward the scientific punishment amount of "non-cooperation" strategy of professional departments,and timely informs the "non-cooperation" professional department information to the "cooperation" professional department.It makes full use of discussion and coordination organization of National Railway Group,Railway Bureau Group Company and station and depot,and encourages professional departments to establish long-term and overall awareness,get rid of short-term interest thinking and other collaborative strategies of railway technical regulations.(3)Improvement of railway technical regulations supervision mode.This dissertation constructs the game model of pure strategy and mixed strategy for the supervision of railway technical regulations,analyzes the game of State Railway Group,Railway Bureau Group Company and station and depot in the supervision process,and constructs system dynamics model.The conclusion is that when the state railway group strengthens the supervision of technical regulations,the stations and depots tend to implement the technical regulations seriously while the supervision cost increases.When the State Railway Group and the Railway Bureau Group relax the supervision in order to reduce the supervision cost,the stations and depots tend to implement simply.When the State Railway Group and the Railway Bureau Group Company increase the reward for stations and depots,stations and depots also tend to implement seriously.Based on this,the dissertation puts forward the optimization measures of technical regulation supervision.(4)Optimization of railway technical regulations publicity and implementation.This dissertation designs and implements the railway technical regulations publicity and implementation platform to optimize the process,and calculates the effect of the platform on railway technical regulations publicity and implementation process by using the Petri net method.The efficiency of the publicity and implementation process of the State Railway Group is improved by 66.7%,and the efficiency of the railway bureau is improved by 46.2%.(5)Optimization of railway technical regulations management comprehensive evaluation.Based on the theory of life cycle management,the comprehensive evaluation index system of railway technical regulations is constructed by using AHP method,and the comprehensive evaluation of technical regulations management is carried out for different evaluation objects including State Railway Group,railway administration group company and railway stations.The evaluation results show that the management method of technical regulations is an important way to improve the standardization of technical regulations management.The compliance of plan management has a direct impact on the compliance of the revision and release of technical rules at the level of the National Railway Group.Whether the management of technical regulations drafting is compliant or not is an important factor that affects the compliance of the revision and issuance of technical regulations at the level of Railway Bureau Group Company and station and depot.Normalization of technical regulations publicity and implementation is an important support to ensure the effective implementation of technical regulations publicity and implementation.Normalization of regulatory evaluation of technical regulations is an important way to achieve effective regulatory evaluation of technical regulations.The railway should establish a top-down and complementary management and evaluation mechanism of technical regulations.The innovations of this dissertation are mainly reflected in the following three aspects:(1)Based on dynamic game theory,the dissertation constructs a dynamic game model for collaborative formulation of railway technical regulations,and solves the repeated game of tit-for-tat strategy or cold strategy in the case of no professional department leading,and the dynamic game of complete information and complete but imperfect information in the case of professional department leading.The feasibility of collaborative formulation of railway technical regulations is verified,and the precondition of collaborative formulation of railway technical regulations is proposed.(2)Based on the mixed strategy,tripartite regulatory game model and system dynamics model between the State Railway Group,the Railway Bureau Group Company and the railway stations and depots are constructed.Through system simulation,the conditions of effective supervision of railway technical regulations and the influence degree of relevant factors on the supervision of technical regulations are analyzed,which effectively solves the problems of the State Railway Group,the Railway Bureau Group Company and the railway stations and depots.(3)The comprehensive evaluation system of railway technical regulation management based on the whole life cycle is constructed.Through the differential evaluation of State Railway Group,Railway Bureau Group Company and railway stations and depots,the dissertation provides theoretical guidance and practical tools for the management bodies at all levels to accurately evaluate their own management ability and scientifically assess the management level of subordinate units.
