Study On BT Project Collaborative Management Model

In recent years,BT model has emerged with China's urbanization development and been quickly promoted.For some time it's the major financing construction model except traditional construction model.However,due to lack of supporting policies,regulations and technical standards,a universal model standard wasn't formed for BT project management.BT project management models are different in different places.In particular,when multiple subjects exist,there's no effective standard for to divide rights and interests as well as responsibilities of different parties.Therefore,when it comes to concrete operations,contradictions caused by poor management are prominent and even lead to failure of projects.Accordingly,while looking up in and concluding foreign and domestic project management methodologies,this paper started with characteristics of BT model,proposed a collaborative management model which focuses on relations between the initiator and investors,applied theories of risk management,gaming and knowledge management based on collaborative management theory,conducted in-depth studies on the BT collaborative mechanism with the help of information management technology,and meanwhile measured collaborative effect of BT projects on the basis of a case study.It introduced collaborative management theory into BT project for the first time,innovatively proposed a BT project collaborative management model centering on risk collaborative,benefit collaborative,organization collaborative and information collaborative,designed a sub-system framework and principles,established a governance and use mechanism of relevant order parameters for collaborative system in the model,demonstrated characteristics,functions and applicable scope of BT collaborative management model and set up a standard model for the collaborative distribution of “responsibility,power and interest” in case of complicated multiple subjects.Risk factors of BT projects are analyzed and summarized through literature analysis.29 main risks of BT projects are divided into six categories to determine risk factor sets.The coalition gaming axiom is adopted,with combination of risk fuzzy analytical hierarchy process,to come up with weighted Shapley BT project risk collaborative distribution model based on cost correction,calculate collaborative distribution ratios of risk factors in BT projects using the model and set up a risk collaborative distribution table,thus building a quantitative calculation method for risk shouldering ratios of participatory subjects of BT projects.It built a BT contract income distribution model among subjects under different information environment conditions with game theory,grasped parameter features of initiators' income retention coefficient and investors' ability coefficient as well as model operation rules based on collected data and deduced reasonable initiator return rate and investors' effort level coefficient.On this basis,BT income distribution collaborative mechanism under incomplete information was further designed;investors' ability active display mechanism plans were formulated and contract negotiation implementation mechanism in term of information asymmetry was determined.BT contract negotiation and interest distribution model was successfully set up.It applied the concept of evaluation index measurement model for large-scale engineering project management organization structure,combined four typical structures including agent construction,contracting,pure financing and complete BT model,put forward establishment of communication barrier matrix and methodology of calculating total resistance of organizational communication.The empirical calculation of a certain Yangtze River Bridge construction project shows that contracting BT model is a collaborative organization structure with the least communication resistance.Organization structure evaluation selection methods which are suitable for BT collaborative management model are established.It designed goals and key technologies of BT information collaborative management platform,adopted computer information organization collaborative technology,procedure collaborative technology and data collaborative technology,realized collaborative integration of BT information management functions and successfully developed BT information collaborative management platform on the basis of demand analysis.Practice proves that the platform can greatly enhance project information management and knowledge management efficiency.Collaborative effect of Y project was evaluated through empirical study.Evaluation data shows that under collaborative model,the project collaborative degree can reach 0.605 while under non-collaborative model,the number is only 0.275.It means that BT collaborative management model can dramatically increase system collaborative degree and collaborative measured data well reflects influences of collaborative factors and sub-systems over project collaborative degree and causes,thus providing reliable basis for constant improvement of project management methods.Establishment of effective BT collaborative effect measurement methods serves as an effective channel for carrying out evaluation of project collaborative effect.
