| Water resources are an important resource for human survival and an essential element of agricultural production.The prominent contradiction between the supply and demand of water resources and the serious waste of agricultural water in our country make the reform of agricultural water price imperative.However,the contradiction between the increase in the price of agricultural water and the carrying capacity of farmers has restricted the development of comprehensive reform of agricultural water prices.Therefore,conducting research on stakeholders of agricultural water prices,starting from the interests of stakeholders,and establishing and improving a reasonable sharing mechanism for agricultural water prices is of great significance for promoting reforms,optimizing the allocation of water resources,and solving the contradiction between water supply and demand.This article is based on the stakeholder theory,using the weighted Topsis method,Micthell scoring method,fuzzy and other research methods to carry out research.Based on the analysis of the characteristics and problems of the comprehensive reform of my country’s agricultural water price,this article evaluates the progress of the comprehensive reform of my country’s agricultural water price.Identified the stakeholders of agricultural water price,analyzed their interest demands and the mechanism of affecting water price.The main conclusions are as follows:(1)Divided the stages of comprehensive reform of agricultural water prices in my country,and clarified the characteristics of the stages of comprehensive reform of agricultural water prices.This paper divides the comprehensive reform of my country’s agricultural water prices into four stages:initial,in-depth pilot,comprehensive promotion,and classified policy implementation,and summarizes the characteristics of each stage.The article analyzes the process of institutional changes and mechanism formation in the reform,the spatial characteristics of task allocation and reform progress,and the reform effects of mechanism implementation and water saving and efficiency enhancement.It also summarized reform innovation,diversified practices,and obvious classification characteristics,laying the foundation for the evaluation of reform progress and the research on the rational sharing of agricultural water prices.(2)Established an evaluation index system for comprehensive agricultural water price reforms,and conducted evaluations on the progress of comprehensive agricultural water price reforms in various provinces.Based on the characteristics of the reform and literature research,this paper has established an indicator system for the evaluation of the progress of the comprehensive reform of agricultural water prices.Using the literature analysis method and the weighted Topsis method,the article conducts a comprehensive evaluation of the reform progress of 31 provinces(regions)from the perspectives of guiding government decision-making and objective quantitative evaluation.The research results show that the evaluation results of reform progress in various provinces are between 43.332 and 99.97 points,showing the regional characteristics of South>North and East>West>Central.The main grain producing areas are affected by factors such as heavy reform tasks,difficulty,and low carrying capacity.The progress of reform is generally slow.It is necessary to establish reform incentives and agricultural water price sharing mechanisms.(3)Proposed methods for determining and evaluating stakeholders of agricultural water price,enriching the research theory of stakeholders of agricultural water price.This article defines,identifies and classifies stakeholders in agricultural water prices,and analyzes the interest relationships,demands and mechanisms that influence agricultural water prices in the reform of stakeholders.Using the expert consultation method for stakeholder evaluation,the scores of stakeholder are 1.55-7.243,showing:Agricultural water supplier>Agricultural water user>Support guarantee,Government>Farmers>Society.Starting from interest evaluation and interest appeals,this article puts forward a way for stakeholders to share the comprehensive reform of agricultural water prices.The study clarified the government’s main role in the comprehensive reform of agricultural water prices and the government and farmers in the share of agricultural water prices.(4)The evaluation method of agricultural water price sharing share is proposed,and the agricultural water price sharing share of the main stakeholders is determined.The evaluation method of agricultural water price sharing share includes qualitative evaluation,quantitative evaluation,comprehensive analysis and correction.one is based on stakeholder theory,qualitatively evaluating the interests of stakeholders;the other is using CD production function and unit Methods such as benefits and fuzzy mathematical models,from the perspectives of food security,irrigation benefits and ecological value,quantitatively evaluate the share of agricultural water prices shared by the main stakeholders;third,conduct a comprehensive analysis of the qualitative and quantitative research results,and start from the perspectives of food security,irrigation benefits,and ecological value.The goal of stimulating local reforms and supporting farmers in the main grain-producing areas is to be revised,and finally the main stakeholders’share of agricultural water prices is determined.The research results show that the agricultural water prices shared by the central,local governments and farmers are 0.302-0.399,0.292-0.472,and 0.21-0.395;the agricultural water prices borne by the central,local,and farmers are 0.011-0.204 yuan/m~3,0.010-0.236 yuan,respectively/m~3,0.009-0.217 yuan/m~3;according to the situation of grain planting and irrigation in 2018,It is determined that the total water cost of grain irrigation in the year was 49.682 billion yuan,the central government’s 17.21 billion yuan,the local government’s 16.519 billion yuan,and the farmer households’159.54 yuan.100 million yuan.(5)The establishment of a reasonable sharing mechanism for agricultural water prices has solved the dilemma of comprehensive agricultural water price reforms.Based on the research on reform progress,stakeholders and agricultural water price sharing shares,this paper constructs a"one core,four services"agricultural water price reasonable sharing mechanism,which is of great significance for solving the reform dilemma and promoting reform.Innovation points:(1)Proposed the comprehensive agricultural water price reform evaluation index system and evaluation method,and evaluated the progress of the comprehensive agricultural water price reform in various provinces;(2)Proposed the determination and evaluation method of stakeholders in agricultural water price,which enriched the benefits of agricultural water price Theories studied by stakeholders;(3)A method for determining the agricultural water price sharing share was proposed,and the agricultural water price sharing share of the main stakeholders in each province was determined. |
