Research On The Effect Of Drug Guarantee Supply Policy In China

The establishment and improvement of the drug guarantee supply system and the improvement of the national drug policy system have been the major livelihood issues of concern to the government since the start of the medical reform,and have been continuously included in the “12th and 13 th Five-Year Plan” of the national socioeconomic task and various medical reform key missions.In recent years,it has been repeatedly mentioned in the programmatic documents of the country's socio-economic development and is an important task of the “Healthy China 2030” program.Of the 14 core work tasks that mentioned in deepen medical reform in 2017,5 were in this category.The Party's report on the Nineteenth Party Congress as a party's political declaration also further clarified the need to improve the drug guarantee supply system.With the medical reform stepping into the deep water area and entering the tough period,compared with the environment of formulation and implementation of policies related to the supply of drugs such as the “No.7 Document”,the social policy environment has changed,and new problems in practice have emerged one after another.At the same time,all kinds of drug guarantee supply problems such as the distortions in the interests of recruiting and dismissal,the interruption of “life-saving drugs”,and arrears of drug loans have triggered a strong response from the community and have directly tested the bottom line of national drug supply and the healthy development of the pharmaceutical industry.Our country is in a new era of comprehensively deepening reforms.Advancing with the times is an inevitable requirement of the times.Quickly and promptly review and evaluate the effect of drug guarantee supply policy,timely adjust and improve corresponding policy regulations,make it more in line with the new policy environment,and face up to new issues,so as to ensure that the direction of medical reform does not deviate and achieve the improvement of the national health level.On this basis,the research content of this paper is mainly divided into three major parts.The first part through the literature research and content analysis,define the basic concept of drug guarantee supply,combined with the theory of public policy analysis,induction drug policy analysis path,combing with the subject of China's drug guarantee supply adaptation analysis framework.At the same time,review the evolution process and internal logic of China's drug guarantee supply policy,conduct current status discussions,summarize the problems found,find theoretical support,guide practice,and integrate the current state of health care development in China with theory.Combining the fundamental objectives of the implementation of relevant policy provisions,the connotation of the drug guarantee supply system and the direction of improvement of existing policies,determine the core objectives of China's drug guarantee supply policy and the scope of drug guarantee supply effects.The second part is based on public policy theory and drug supply chain theory to analyze the goals set by the drug guarantee supply policy.According to different policy guidelines,the classification of the drug guarantee supply system is analyzed,and the relevant indicators for the content of drug supply policy are extracted.Analyze the links between concepts and concepts,and establish a policy core target system covering the seven core dimensions of drug guarantee supply system,the four connotation levels of public policy objectives,and the three overall goals of the national drug policy.We use the SPO public policy evaluation framework to conduct preliminary screening of evaluation indicators,and further select evaluation indicators through consultation with experts in the field of drug policy,and establish an evaluation system for the effect of China's drug guarantee supply policy.In the third part,through empirical research on Hubei,Fujian,and Guangxi,the objective data are used to objectively endow the weight of indicator system,and the Entropy Weight-TOPSIS method is used to evaluate the effects of China's drug guarantee supply policies,according to the evaluation results,explores the factors that have significant impact on the drug guarantee supply policy.Combining with the evaluation results,the policy recommendations and directions for the improvement of drug guarantee supply in China are proposed.
