The higher education policy of the Republic of China,based on the old and new foundation of the late Qing Dynasty,was inclusive and integrated with Chinese and Western culture,and was constantly adjusted,enriched and improved with the development of The Times,in order to promote the modern transformation of higher education,guarantee the sustainable development of higher education,and realize the unity of function and value.Based on the review of the course of higher education policy changes in the Republic of China,this paper presents a pattern of interactive promotion,influence and restriction between the development of higher education in the Republic of China and the process of policy making and implementation,so as to accumulate the experience of higher education policy innovation and improvement in the special period.In this paper a kind of looking for and look back at the history of the Angle of view,the changes of the policy on higher education during the period of the Republic of China has carried on the systematic investigation,combined with comprehensive and development situation of the local higher education,the integrated use of literature method,history method,comparative method,showing higher education policy content elements change and operation process,make a colorful picture of higher education policy of the Republic of China vivid laying out,to grasp from the dynamic evolution,and characteristics of the policy of higher education,explains the historical rationality and limitations of higher education policy change,so as to provide reference for the reform of the higher education policy and enlightenment,and achieve the purpose of to system today.The main body of the thesis is divided into four parts.First of all,the author focuses on the analysis of the social background of the change of higher education policy during the period of the Republic of China,namely,the political situation is unstable,the economic situation is fluctuating,the baptism of cultural movement and the transformation of education trajectory.Secondly,according to the retrospective policy analysis method,according to the classification of the basic elements of higher education policy,the evolution track of school policy,funding policy,discipline and curriculum policy,enrollment and examination policy,faculty and student policy is deeply
