Culture is the soul of development of a state or a nation.The balance and adequate supply of community public cultural services is fundamental to satisfying citizens' cultural needs and cultural rights.In the past 40 years of Reform and Opening in China,economy has developed rapidly and the living condition of the public has become much better.However,community public cultural services still have serious supply and demand conflicts,such as supply shortage,oversupply,and inconsistent supply and demand,which restricts the stability and harmonious development of the community.Based on the perspective of comparative research,this dissertation aims to clarify the theoretical connotation,historical logic and practical logic of community public cultural service cooperation governance in the field of China;then,it analysis of the current collaborative paradox,dynamic factors and collaborative supply system according to a theoretical analysis framework of “conflict,collaborative and dynamics”.Finally,it aims to establish a Chinese localization analyzing model of community public cultural service cooperation governance so as to impel the traditional supply model of community public cultural service,which supplication and management both were dominated by government,to change to a collaborative governance model which were collaborated by multiple subjects.This dissertation systematically analyzes the “logistics,conflicts and dynamics” of community public cultural service in order to provide a systematic analysis framework and some countermeasures for how to optimize the collaborative governance of public cultural services in Chinese communities,which uses a combination of literature analysis method,historical comparison method,comparative case study method,in-depth interview method and other quantitative research methods and questionnaires,correlation analysis,factor analysis,principal component analysis and other quantitative research methods to community public cultural service cooperation.The main research findings and innovations are as follows:First,this dissertation points out the historical logic and practical logic of community public cultural service cooperation governance,and realizes the organic combination of theoretical and practical research in the development of the logic of community public cultural service collaborative governance,based on the dual research perspectives of historical development and practical application.That is to say,using literature analysis method and historical comparison method,the paper analyzes the development process of community public cultural service supply mode domestic and foreign countries,and concludes the historical logic of the emergence and development of community public cultural service collaborative governance.At the same time,using questionnaires and correlation analysis the supply and demand conflicts of community public cultural services,it reveals that collaborative governance can effectively solve the conflict between supply and demand,and its production and development are in line with objective practice logic.Based on the combination of theoretical and empirical research,the paper puts forward the necessity of applying collaborative governance to the supply of community public cultural services,and solves the problem of separation of theory and empirical research in traditional research on this problem.Secondly,this dissertation constructs a theoretical analysis framework and inter-subject collaborative network of "Conflicts,Collaborative and Dynamics" of the community public cultural services on the basis of clarifying the theoretical connotation of community public cultural service collaborative and the composition of subject and object elements in China.That is to say,using qualitative research methods such as literature analysis,based on the theoretical perspectives of collaborative governance,major social contradictions and collaborative paradox in the new era,the theoretical analysis framework of “Conflicts,Collaborative and Dynamics” of community public cultural services is proposed.With case analysis method and social network analysis method,it systematically analyzes the subject and object elements of the current community public cultural service collaborative governance in China,and find that in addition to grassroots governments,social organizations,enterprises and community residents,grassroots party organizations and community cultural backbones are also key collaborative subjects.In addition,it is found that the pervasive functions of grassroots party organizations and the cultural backbone of the community do not exclude organic collaborative and interaction,and form a kind of “Party Leading plus Grassroots Autonomy” community public cultural service collaborative governance structure,this is also an important localization feature of community public cultural service collaborative governance in China.Thirdly,this dissertation finds that there is collaborative paradox and its causes and dynamics of community cultural service in China based on the empirical research.With comprehensive application of qualitative and quantitative analysis methods,it achieve breakthroughs from case study to theoretical analysis.First of all,the research finds that there is collaborative paradox in the governance of community public cultural services in China through in-depth interviews,typical case studies and other qualitative research methods with first-hand information of social surveys and second-hand information such as literature and news.As a result of its slow development or regional imbalance,the policy obstruction in the implementation of district and county policies,the black box of information,the lack of social organization governance capacity,and the lack of innovation or mobilization ability of grassroots leading cadres are the fundamental incentives.Then,it points out the main dynamical factors and its dynamics though the quantitative research methods such as principal component factor analysis and the qualitative research methods such as in-depth interviews and comparative case studies.Finally,both the contractual institution and non-contractual institution are proposed for the first time on the basis of the above theoretical and empirical research.And it points out the application value and reform path of the two institutions,especially the latter one.It also argues that there are four dimensions of dynamics system including regulations,organization,talents and process of community cultural service collaborative governance in China.
