At present,China has entered a new era.Under the influence of the complex situation at home and abroad,how to accelerate the development of cultural industry,enhance its international competitiveness,meet the growing domestic cultural needs,and deal with the invasion of western strong culture,has become an urgent task for the party and the country.Based on the theoretical perspective of Marxist cultural outlook,this paper systematically sorts out the development stages and practical experience of China’s cultural industry in the new period,and absorbs the beneficial experience of cultural industry development of foreign cultural powers,and answers the following four basic questions: first,the necessity and superiority of Marxist cultural outlook in guiding the development of China’s cultural industry;second,the new period The third is the dialectical relationship between public welfare cultural undertakings and commercial cultural industries,the development of cultural industries and the security of mainstream ideology,and the social and economic benefits of the development of cultural industries.The fourth is how to learn from the beneficial experience of foreign cultural industry development and construct the path mechanism of China’s cultural industry development in the future 。The development of China’s cultural industry in the new era is deeply rooted in the Marxist cultural concept,and at the same time,it keeps pace with the times and constantly innovates.In order to meet the needs of social public culture,cultural industry is the general name of the industry,which is based on public welfare undertakings,emphasizes the allocation of social and cultural resources in the way of market regulation,and is engaged in the production,circulation of cultural products and the provision of cultural services.Marxist cultural view is a systematic theoretical thought of the development of socialist cultural industry,and a theoretical value system suitable for the development of socialist cultural industry with Chinese characteristics summed up on the basis of the practice of emancipating the mind,keeping pace with the times and seeking truth from facts.The theory of Marx and Engels’ cultural view expounds the power source and ultimate goal of cultural practice and cultural creation,that is,culture comes from social labor production and is the expression of ruling class ideology,and its ultimate ideal is to realize the free and comprehensive development of human beings.Mao Zedong’s cultural construction concept,Deng Xiaoping’s spiritual civilization construction concept,Jiang Zemin’s advanced cultural development view,Hu Jintao’s cultural soft power development view,Xi Jinping’s cultural self-confidence view and other guiding ideology are the developing China’s Marx culture view,which is of great significance to understand China’s cultural industry development practice.Starting from the special values of material production and spiritual production,cultural consumption and cultural production,Marxist cultural outlook makes people realize that in the development of China’s cultural industry,we must adhere to cultural self-confidence,develop advanced socialist culture,enhance national soft power,adhere to the simultaneous development of public cultural undertakings and business-oriented cultural industries,and firmly grasp the mainstream ideological position To provide conditions for the realization of all-round development of human beings.Since the reform and opening up,the development of China’s cultural industry in the new period can be divided into three stages: germination preparation(1978-1991),formation and rise(1992-2005),and adjustment and deepening(2006-2017).At the same time,the development process from the founding of the people’s Republic of China to the reform and opening up(1949-1977)is also very important.In the new era,China’s cultural industry originated from the new democratic culture,experienced the construction of spiritual civilization and socialist culture with Chinese characteristics,and is gradually entering a new era of digital cultural industry development.From the historical evolution,the development of China’s cultural industry in the new period has gradually formed the development logic of historical and cultural heritage,cultural system reform,cultural science and technology innovation and cultural function extension.From the perspective of governance mode,China’s cultural industry in the new period has experienced the cultural governance mode of political leading,government direct operation,government direct and indirect operation combined with government supervision and market-oriented,and gradually formed a modern cultural governance system of government supervision and management and market resource allocation.From the form of cultural development,China’s cultural industry in the new period has experienced the pattern of public welfare development,business industry development to the development of both business and industry.During the period from the founding of new China to the period before the reform and opening up,it is also very important for Chinese culture to change from passive input to active creation.Of course,the development of China’s cultural industry in the new era has made outstanding achievements,but also encountered some setbacks,old problems and new challenges coexist.For example,the policy support system is not perfect,the contradiction between supply and demand of cultural services is intensified,the scale structure of cultural industry employees is low,the competitiveness of cultural industry is relatively weak,and cultural policies and regulations lag behind.The development of China’s cultural industry in the new era has prominent practical characteristics,including the scale of cultural industry and the growth of cultural economy,the steady improvement of cultural investment and cultural service capacity,the integrated development of cultural industry under the new situation and new business state,and the gradual deepening of cultural industry system reform.From the perspective of regional development,the absolute and relative gaps in the comprehensive development of public welfare cultural undertakings in the eastern,central,Western and other provinces of China are showing a trend of continuous narrowing.The development of business oriented cultural industries also has similar trend rules.Both the scale and the structure will move towards benign development and steady growth.At the same time,the competition pattern of China’s cultural industry is gradually showing a trend of "strengthening in the East,maintaining in the west,and weakening in the middle".With the economic growth and industrial structure transformation,China’s cultural industry pattern in the past has undergone important changes.China should not only pay attention to the direct value benefit of cultural industry,but also pay attention to the continuous investment of cultural industry cluster innovation,so as to ensure the sustainable development of China’s cultural industry competitiveness.This will be conducive to the construction of China’s cultural confidence road and the realization of the strategy of cultural power,and is of great significance to enhance the overall international competitiveness of China’s cultural industry in the new era.The development of China’s cultural industry in the new era is characterized by economy,culture,ideology and innovation diffusion.The development of China’s cultural industry should be based on public welfare cultural undertakings,centered on the security of mainstream ideology,and pay more attention to the effective supply and distribution justice of social benefits while taking into account economic benefits.Public cultural undertakings and commercial cultural industries constitute one and two wings of the development of China’s cultural industry.They need both infrastructure and innovative development and complement each other.At the same time,there is a dialectical relationship between the competitiveness of cluster innovation cultural industry and the competitiveness of value benefit cultural industry,which promote and develop each other.At the same time,the dialectical view of the relationship between the social and economic benefits of Chinese cultural industry is actually to clarify the ideological nature of cultural products or services,and comprehensively use government tools,market means and social forces to coordinate the development of socialist market economy and cultural industry with Chinese characteristics.Under the new normal and new situation,the development of China’s cultural industry needs to adhere to the central point of serving the mainstream ideology,further expand the development of China’s cultural industry on the basis of ensuring the security of the mainstream ideology and mastering the discourse power of ideology,and constantly create cultural products and services that conform to the mass,scientific and national characteristics.From the perspective of foreign cultural industry development theory and practical experience,Frankfurt school put forward the concept of cultural industry for the first time,revealed the dialectical relationship between social and economic benefits of cultural industry,and resolutely denied and criticized the alienation state of human caused by cultural industry.However,it lacked self-regulation of culture,dependence on culture and political economy,and subjective initiative of the public Systematic criticism.The British and American cultural school does not think that the cultural consumers are only a homogeneous group,but are active,positive and active.At the same time,culture no longer takes "works of art" as the core,but has both cultural and industrial attributes.The extension of cultural industry extends to cultural leisure,tourism heritage,online entertainment,cultural information transmission and other emerging fields.This is a major turn in the study of cultural industry,which is also of great significance to the development of the theory and practice of cultural industry in China.From the experience of cultural industry development in major foreign countries,the main development path includes paying attention to the "strategic linkage" between the cultural industry power and the mainstream ideology security,improving the multiple financing channels for the development of cultural industry,promoting the construction of legal regulations for the development of cultural industry and optimizing and adjusting the institutional structure and management incentive mechanism of cultural undertakings,which will contribute to the future culture of China Industrial development has important enlightenment.Therefore,the government departments should optimize the top-level design of the legitimacy of mainstream ideology based on the Marxist cultural concept and foreign beneficial experience,further promote the system reform of China’s cultural undertakings and cultural industries,build a talent training and reserve mechanism for China’s cultural industry development,and enhance the competitiveness of cultural industry development and the equalization of cultural services.This paper puts forward a medium interpretation framework and reform path to realize dialectical understanding of the development of China’s cultural industry in the new period,which has important theoretical and practical significance for deepening the reform of cultural system,solving the problems in the development of cultural industry,realizing the dream of strengthening the country by law in culture,and promoting the innovation of mainstream ideology and culture.However,there are also some deficiencies in this paper,such as the text analysis of cultural undertakings and cultural industry policies and regulations is not systematic and in-depth,there are also improvements in the design of empirical research index system,research data and methods,and the lack of comparative analysis of foreign empirical data,etc.,which need to be further promoted and explored in the future.
