On The Construction Of The Realization Mechanism Of People's Interests In The Period Of Social Transformation In Our Country

This thesis studies the people’s interests realization mechanism for the Party and government to deal with people’s interest conflict and realize people’s interests better in China. It innovates research method by using a new analysis method, which adheres to the marxist interest analytical method, and to introduce modern political system analysis method, takes the socialist politics as a system, investigates the operation process of the people’s interest demand in this system, analyzes the reasons of restricting people’s interest realization,puts forward the countermeasures to promote people’s interest realization and broadens the research vision.The paper consists of ten sections:The introduction presents the paper’s train of thought and value,includes the reason of the study,the summary of relative study and the way of research;The first chapter discusses the interests concept in the political category,defines the meaning of the people’s interests,and propes into the relationship between the the people’s interests and socialist political;The second chapter points out that people have obtained great achievements. But there are also some problems such as interests concept deviation, widening, structural imbalance, enjoying unjustly and vulnerable groups’interests severely damaged with new characteristics;The third chapter discusses that the reasons leading to these conflicts exist mainly because people’s interests expression system is lack, comprehensive effectiveness is insufficiency, the decision-making rationalization should be enhanced,the gap exists between implement results and the people’s expectation,and implementation result feedback is blocked, from people’s interests realization mechanism construction.It’s necessary for us to strengthen people’s interests realization mechanism to resolve conflicts now;The fourth chaper puts forward that we should construct the expression organizations of the people’s interests, regulate expression way, expedite expression channels, and perfect expression mechanism;The fifth chaper puts forward that we should properly understand the people’s interests integration process, consolidate the party’s special position in the people’s interests integration process, choose the integration principles accurately,and consummate the people’s interest integration mechanism;The sixth chaper puts forward that we must insist on the people’s benefits first, rationally divide the decision-making power, improve the decision-making system, and perfect the operation of decision-making mechanism;The seventh chaper puts forward that we need to utilize the leading role of the Party and the government in the decision-making execution, insist on the principle and flexibility, improve the decision-making execution efficiency, and perfect the decision-making execution mechanism. we should improve the consciousness and way of people’s interests feedback, help the political system to cope with the pressure from the feedback system,and perfect the feedback mechanism;The eighth chaper puts forward that we have to strengthen the Party’s thought construction, organization construction, attitude construction, and system construction, enhance the ability of the Party to achieve the people’s interests; The epilogue puts forward that we need to reform the socialist political system in depth and establish the socialist political civilization,while strengthening the construction of the people’s interests realization mechanism.This paper innovates research system by constructing the people’s interest realization mechanism system with people interest expressing mechanism, integrating system, decision-making system, decision-making execution mechanism and feedback mechanism.
