China and Japan are close neighbors, who have a long history of cultural contacts and exchanges, and also have deep ethnic hatred in modern times. In the initial founding of New China, the relationship between the two countries is very difficult to start. The Chinese government has determined to develop Sino-Japanese-to-people diplomacy, and "promoting public official" approach towards Japan to committee to restore the traditional friendship between the two countries suspended by Japan's militarist aggression on the basis of safeguarding our national interests.The private sector and civil society have enhanced the awareness and understanding between the state-to-state and the public-to-public, enhanced the feelings, strengthened their ties and played a role of bridge and tie on communicating with each other and promoting the development of inter-State relations through flexible, diverse, a wide range of communication channels, such as trade, sports, arts, academic and cultural diversity. It has become useful and necessary supplementary for the official diplomacy. Upon the resumption of Sino-Japanese diplomatic relations, people-to-people diplomacy continues to play its unique role. However, people have still used "politically cold and economically warm" to sum up the relations between the two countries, and there are many constraints and problems in civil diplomacy. How to face and solve problems to continue to promote understanding and trust between the two countries have become very realistic. In recent years, on the basis of more frequent official contacts between the two countries, some problems that how to right sort it out, nurture it into a healthy and reasonable track and continue to play what kind of role have highlighted. This article has summed up the content, features and historical process of the people-to-people diplomacy, analyzed the impact and the role for the two countries' relations and focused on the existing problems and solutions in the people-to-people diplomacy just to provide a different perspective on developing and promoting both China and Japan relations.This thesis can be divided into the following five parts:Part one is the introduction. The author briefly discusses the practical and theoretical significance, introduced the present domestic scholar research situation related to this thesis then put forward the writing method and purpose.Part two is the summary of Sino-Japanese diplomatic thought. The author mainly sorts out the content of Sino-Japanese diplomatic thought, and concentrates on having set forth "officials and civilians developing simultaneously " and "not forgetting the old friend, making a new friend broadly" thought which has boosted Sino-Japanese relations in new condition, and made government diplomacy and the people-to-people diplomacy complement each other.In part three, the author discusses the characteristics, the historical process and the role of diplomatic thought, and focuses the exchange of young people playing a solid foundation for Sino-Japanese relations.Part four is the existing problem and cause analysis of China and Japan people-to-people diplomacies. The author Asks questions and analyses the cause of these problems from the impact of the Japanese government's behavior on people exchanges between China and Japan and the poor channels of mutual trust and communication between the two countries. At the same time, the author objectively Proposes this policy limitations.Part five is the Countermeasure analysis of the exiting problem on people-to-people diplomacy. The thesis has gained enlightenment from the reconciliation between France and Germany. First, we should rightness treat history and properly handle historical issues; second, we should learn effective consultation and coordination mechanisms from the Franco-German reconciliation; third, we should develop the common interests "the idea of Monet." All in all, we had better explore ways to strengthen the exchange interaction between official and civil, and make sure the media should be based on the history of the overall situation to guide the whole society, especially the young people to look fore the future viability of such countermeasures.
