Research On Chinese Government Governance In The Background Of Internet Public Opinion

Following the third plenary session of the eighteenth central committee of the Communist Party of China, improving and developing the socialist system with Chinese characteristics,promoting the modernization of national governance system and capability are, from a new historical starting point, the scientific orientation and specific regulation of overall goal of comprehensive deepening reform of the Communist Party of China and the Chinese government, which promotes and further highlights the necessity, importance, and urgency to improve governance on the basis of the original. Objectively speaking, the theory of governance is the innovative achievements of Western Public Administration Theory, whose origin has distinct Western characteristics.Therefore, issues related to governance in contemporary China should be explored after the objective introduction of the main points of its representatives of the theory and full exploration of its innovative value and practical significance, while sticking to Marxism political views and keeping in close connection with the actual development of democratic politics in China when exploring the function of theory. The premise of the problem is, first, accurate definition of governance, that is, as the new management model evolves from the administration-oriented government, the substance of governance lies in the realization of cooperation and coordination on public life among governments, civic and social organizations.Governance issue in contemporary China is not only important theoretical issue, but a major practical one. We should draw on the theoretical achievements and successful experience of Western countries, learn lessons from the governance of Chinese government at different times, as well as be in line with the trend of our times and actual social life.Obviously, as an important way of life, production, communication, thinking and learning, network is an unavoidable existence in people's lives nowadays.It has become an important medium of political participation of citizens, and the online public opinion is its most powerful tools and major form. Public opinion falls into the historical category, and the public opinion is the common concern of ancient and modern politics, with diverse focuses in different historical periods.Contemporarily, public opinion mainly refers to the views on social reality expressed by the public or community organizations.Correspondingly, online public opinion is the confluence of opinions or statements on various economic,political and social problems expressed by cyber citizens on internet. Accessibility and interactivity of the network media, anonymity and diversity of participants, universality of the object and complexity of the environment are its four main features. A complete network of public opinion generally undergoes four stages:emergence, survival, aggregation, and dissipation.We must see that at present, in the political dimension, the online public opinion has a plural multi-dimensional influence on Chinese government. In the aspect of the governance of social foundation, not only does it promote the development of network in public areas, but also causes imbalances in the field; In the power of governance, it promotes the public power structure, organizational structure and the development of public power supervision; In the aspect of government authority, the network public opinion crisis can led to a decline in the government's credibility, which may also become a new opportunity for the government to consolidate authority; In terms of public policy, it may have both positive and negative influences on the process and effects of policy making.Therefore, from the perspective of the network public opinion, the first change concerning Chinese governance is to change the concept of management, after the scientific judgment of the internal and external causes of transformation, from autocratic management to collaborative governance, from official standard to people standard, from control to service, from efficiency to responsibility; Secondly, to explore the management mode, that is,"negotiation-participation" governance model from the perspective of the network public opinion with the combination of top-down and bottom-up governance under the guidance of "people's participation" theory of Marxist classical writers as well as theory of participatory governance and negotiable governance. In contemporary China, the governance model is feasible and has a realistic foundation and a strong practical utility. On the basis of the above work, the electronic governance will necessarily become the basic form of Chinese governance from the perspective of public opinion online. The emphasis, based on the analysis of theoretical and practical necessity, must be laid on choosing scientific path from the following four aspects, namely the establishment of electronic governance development pattern with the combination of "top-level design" and local enthusiasm, the implementation of safeguard measures on the interactive activities between network public opinions and electronic governance, strengthening the core mechanism of electronic governance and opening up new ways of the realization of electronic governance.
