The development of China’s modernization requires the transformation of socialgovernance. As the basic unit of Chinese society, community becomes the socialgovernance innovation breakthrough. Social organizations get vigorous development,making it an important participant in community governance. During the transformationof community governance, discussing effective ways of social organizationsparticipating in community governance becomes a research hotspot.This paper takes social organizations as the study object, the community as theresearch field, and the relations of power distribution between social organizations andgovernment as the perspective to discuss China’s social organizations’ practice patternsof social governance.Starting from the theoretical construction, I have expounded the theory of China’ssocial organizations to participate in community governance. On this basis, according tothe situation of China’s reality, I have carried out a thorough analysis on socialorganizations to participant in community governance. Combined with the system ofsocialism with Chinese characteristics, the theory of China localized socialorganizations to participate in polycentric governance, which is also calledgovernment-led polycentric theory, laid the theoretical foundation for this paper.Then, I simply summarized the present situation of China’s social organizations toparticipate in community governance. According to some scholars′research, theclassification model,which is constructed by the power analysis of communitygovernance and involvement of governing subject, is divided into four parts:multi-center cooperative governance, government-led multi-center governance, theall-in governance and resource-based governance. The practice on Chinese social organizations participating in community governance is analyzed in this paper. Sixrepresentative modes of Chinese communities:"Shenyang mode","Shanghai model","Qingdao mode","Wuhan mode""Shenzhen Yan tian mode","Wuhan Baibuting mode",are carried out a detailed analysis. The "Shenyang, Shanghai, Qingdao, Wuhan," fourmodes affected most Chinese communities, which were the polycentric governancemodes led by government. While "Yantian mode "and" Baibuting mode "are themulticenteric cooperative and resource-based governance modes.On the basis of practical analysis, combined with previously constructivism theory, Ianalyze the practice of social organizations to participate in community governance onthe consensus of the distribution of power, negotiation-cooperation andmaximizing public interest. I have also taken consideration of the current performanceand changes brought by practice. It’s easy to know contemporary Chinese socialorganizations to participate in community governance practices mainly learn from theperspectives of polycentric governance theory led by government.Finally, I draw a conclusion that the practice of Chinese social organizations toparticipate in community governance is the transformation of China’s currentgovernance theory, which learns from the polycentric governance theory dominated bythe government. At present, government-led polycentric governance is thought to be thebest mode choice of social organization to participate in community governance inaccordance with China’s reality.Thinking further on conclusion and analyzing several key points of socialorganization to participate in community governance, I have raised several ideas tobuild multicenter governance mode under the guidance of the government.
