deliberative democracy.Similarly,to study governance,we must first study democracy.The first democracy is direct democracy,the most representative is the democracy of Athens,ancient Greece.As the transcendence of ancient democracy,representative democracy instead of direct democracy.Representative democracy is admired,at the same time,it has been questioned.Participatory democracy and deliberative democracy is the contemporary response to this question.The governance practice of participatory democracy and deliberative democracy formed new modes of governance,participatory governance and deliberative governance.participatory governance can promote a large number of public participation in social governance,but for substantial democracy,the greater number of public can not solve any problems.If the original model of governance does not change,even if the public takes part in every link of the governance process,it will not reach the goal of achieving the public interest effectively.So we have to change the governance structures,change unequal center-periphery governance structure into equal deliberative governance structure.Deliberative governance exists in the theory and practice of Chinese and Western.Chinese deliberative governance has its own peculiar ethical characteristics.If we use the Western political concepts and operating mode without thinking,or just modify the Western concepts and patterns slightly,and generates the concepts and patterns of Chinese deliberative governance,that in order to solve the problem of Chinese deliberative governance,guide the practice of Chinese deliberative governance,it may be somewhat acclimatized.In fact,Chinese deliberative governance has its own realistic basis,operation level,basic components,and practice forms.These have fundamental differences with the theory and practice of the Western deliberative governance.CPPCC's deliberative governance is an important part of Chinese deliberative governance.In the first place,we should analyze the possibility of existence of CPPCC's deliberative governance.Mainly focus on three issues.First,deliberative democracy theory arose in the Western countries,its application in the field of governance formed the paradigm of deliberative governance.So we should first analyze the possibility of the inherent connection between the concept of deliberative governance and CPPCC.Secondly,although there are some similarities between Chinese and Western deliberative governance,there are great differences in practice.In the long-term political practice,CPPCC has formed its own deliberative governance mode.Thirdly,China is advocating modernization of the country's governing system and capabilities at present stage,which provides a huge space for the development of CPPCC's deliberative governance.The first two questions are based on the perspective of the inherent connection between the characteristics of deliberative governance and the function of CPPCC.The third question are based on the perspective of the modernization of the country's governing.In the second place,we should clarify the historical process and development experience of CPPCC's deliberative governance.The first plenary session of CPPCC was officially marked the nationwide implementation of CPPCC's deliberative governance,but from the form rather than nature alone,CPPCC's deliberative governance has earlier embryonic form of practice in China.Whether the cooperation of the Kuomintang and the Communist Party in the new democratic revolution foundation that via CPPCC the CPC and the democratic parties established a new China through consultations.After the founding of the PRC,CPPCC's deliberative governance experienced twists and turns in development,and developed in tortuous.After the Third Plenary Session of the 11 th Central Committee of the CPC,with the construction of the institutionalization,standardization and proceduralization of CPPCC's work,with the increasing emphasis of socialist consultative democracy,with the demands of the modernization of the country's governing,CPPCC's deliberative governance has been a significant development.In more than 60 years of development history,CPPCC's deliberative governance has accumulated important practical experience.In the third place,we should clarify the operation mechanism of CPPCC's deliberative governance.The operation of CPPCC's deliberative governance mechanism is not affected by a single factor,but by many factors.It is many factors interconnect and interact,and jointly promote the implementation of the objectives and tasks.In the variety of factors,as the main body——people,as the organization's internal functions,as the normative institution,hold a crucial the country's governing.This is the prominent characteristic of our time.Internet provides CPPCC the possibility that using the network to carry out deliberative governance.The rule of law and the modernization of the country's governing both need CPPCC develop deliberative governance.In these days of changing technologies,CPPCC should change the traditional working ways,and use the Internet to
