Research On The Path Of Cooperative Organization’s Enabling Development In The Perspective Of Local Governance

Since 1970s,in the debate of de-nationalization v.s.bringing the state back,the enabling development,with an emphasis on "how" the state can be brought back,became a solution to this debate.In the process of the enabling mode of development,the society is strengthened from the transformation and transmission of state power.And the reproduction of social network and the diffusion of social participation stimulated by such transformation and transmission has become the supporting structure in constructing the state capacity.After China adopted the reform and opening up policy in the late 1970s,China’s farmers,based on the household contract responsibility system,formed and developed mutual cooperational organizations.In its continuous effort of opening up more space for the development of these organizations,the country is also increasing the support and regulations for/of the cooperation organizations.In 2007,after the promulgation and implementation of the Law of the People’s Republic of China on Specialized Farmers Cooperatives,the government began to strengthen the internal development of the cooperative organizations through policy support,administrative promotion,standardized management and guidance services.The process of transformation and conduction of the state power to the social power is the enabling development path for the cooperative organizations.Under the background of the development of the modernization of national governance system and governance capacity,it is of great practical significance to clarify the driving force,operation mechanism and its influence on the governance structure of the cooperative organization.Moreover,because of the dual characteristics of both social and economic functions,the cooperative organization will define the maximum boundary of the development space of the social organization,which has a reference value for the reform of the social management system in China.The research topic of this thesis is:what is the logic basis for the enabling development path of cooperative organizations,and what is the mechanism for the operation of such organizations?What are the results?This dissertation takes the different connections between the state power and the development of the function of the cooperative organization as the main line,and explores the driving force,the operation mechanism and the governance effect.The research method used in this dissertation is case analysis,with the analysis of the four cooperative organizations obtained from interviews and in-depth observation.The four cases are distributed in different areas of cooperation organization development,with their stages of development and ways of establishment being different,and the regional industrial structure and the level of economic development are all very different.Therefore,they can guarantee that the case analysis meets the requirements for diversity.In the course of the research for this dissertation,the author first clarified the concepts of autonomy and national ability in the theory of the return of the state,and defined the enabling development of cooperational organizations as a kind of"embedded autonomy" of the state.Then through the analysis of the path of evolution of rural professional cooperative organizations in China,the author takes the government regulation and cooperation organization functions as indicators that correspond to embedded autonomy of state.On the basis of this,this dissertation takes the degrees of state regulation incentive,the degrees of market regulation of the development of cooperation organizations as the theoretical framework,and presents the analysis of four different enabling models of development,namely,development enabling model,hatching model,independent model and under-developed model.To observe the influences of the degree of connection between nation and society on local governance in different enabling models,this dissertation cites K planting cooperative,Z agricultural machinery service cooperative,S vegetable pests’prevention association,X rural mutual cooperative as cases for concrete studies.In the end,the dissertation evaluated the diversity of local governance under the background of modernization of national governance capacity,and through the comparison of the four enabling mode of development,it puts forward measures to optimize the development of cooperation organizations.Through the research,this dissertation believes that:The development of cooperative organization can promote the transformation of national governance capacity by promoting the organic connection between the state and the cooperative organization.Due to the differences between the state regulation and the function of the cooperative organization,the four different types of enabling modes of development have formed a diversified pattern of local governance:in the development type enabling model,based on the autonomy and preference for economic development of local governments,they tend to use resources as encouragement and try to convert cooperation organizations,make them follow the local interests and development logic,and the effect of governance is limited;in the incubating model,the local government,through providing incentives for cooperative organizations,support and guide the development of social functions of the organizations,and thus turn them into important governance partners of the local government;in the independent model,the local government,strictly control the cooperation organizations,as they consider them as elements for the development of a mature market,so cooperation organizations should enhance the professional development ability and independent action space based on their own resources,and eventually become the active subject of local governance;in the less-developed model,the tight control of the local governments constrained the space of independent development of cooperation organizations,so that they can play a limited social function in the space laid out by the administrative arrangements.For the optimization of the enabling capacity of cooperative organizations,the development type of enabling capacity should change the functions of the local government,and integrate diverse regulation tools;the incubating model should expand the method of incubation,and turn the role of local government from that of the incubator into a regulator and partner;the autonomy model should pay more attention to the nurturing of social environment,as well as on the construction of a social participation mechanism;for the underdeveloped model,it should provide a more relaxed market regulation,and cultivate the consciousness of rights and interests of the farmers,thus enhance the development space of governance.
