Research On Cooperative Relationships Between Local Governments And Non-proift Organizations Of China

Since the1960s， the market failure and the government failure phenomenon has become increasinglyserious， resulting inefficient and a serious shortage in the supply of Public Governance， this triggering aseries of social problems. Some western scholars gradually shifted their research perspective to non-profitorganization， and regarded the non-profit organization as the main body of the third kind to thegovernment and the market allocation of resources， non-profit organizations can supply of PublicGovernance effectively to compensation for the shortage of government and market. In this context， thenon-profit organizations have been an unprecedented development in Western countries. However， Due tothe model of long-term Planned-economy in China， formed the "strong state and weak society" generalcharacteristics， the development of the non-profit organizations have been strict controlled under theChina government， plays the role of the assistant and extension agencies of the government， rather thanan equal partner. This has result a monopoly position in the process of Public Governance supply of thegovernments， the Public Governance supply is inefficient and difficult to meet the demand of the public，leading to social conflicts easily. Therefore， there is an urgent need to achieve the benign cooperationrelationship to government and non-profit organizations， which requires the government to guide andsupport on the one hand and to strengthen the supervision and management on the other hand， tonon-profit organizations. And the same time， non-profit organizations should strengthen their owncapacity-building， response to the call positively to get the resources necessary for development.Based logic above， the writing of my article from the following four sections to discuss therelationship of government and non-profit organizationsThe first part of my article is the Introduction， Described the research background， significance，methods，innovation，literatures review，then，discusses the specific concepts of "Public Governance"，"nonprofit organization" and so on. The second part describes the definition and significance of the relations of Government andnon-profit organizations. Mainly discusses the concept， elements， content， infrastructure andsignificance of the Government and non-profit organization.The third part discusses the problem of the current relations and the causes of Government andnon-profit organizations. Mainly analysis the existing problems from the government status and socialstatus， and to analyze the reason of the problem from the following part respectively: Government on themanagement of nonprofit organizations， development of non-profit organizations on their own and socialenvironment.The fourth part discusses to build the path of the relationship between government and nonprofitorganizations， and expound the problem from the government dimension， the non-profit organizationsdimension and the social dimension， respectively. from the dimension of the Government， should fullconfidence to non-profit organizations and improve the registration and management system，transformation of government functions， and increase their ability; from the dimension of the non-profitorganization， should enhance their ability， strengthen internal management and enhance awareness ofservice， and respond to the government’s call actively; from the dimension of the society， should tocreate favorable conditions to encourage competition and cooperation， and play a role in monitoring andevaluation between the Government and non-profit organization.The last part in my article is a summary， explained the significance of this study， conclusions， andresearch prospects.It has a great theoretical and practical significance based on the perspective of Public Governancesupply build a cooperative relationship between government and non-profit organization. It is conducive tothe diversity of Public Governance supply， transformation functions of government， and strengtheningcivil society and improving the efficiency of Public Governance supply， thereby increasing the credibilityof the government and public satisfaction， and promoting the harmonious development of our society.
