Social Concerns,Police Trust,and Willingness Of Urban Residents To Cooperate With Police

Building a harmonious relationship between the police and citizen is an important way to achieve social governance community.The institutional role of the police not only requires the police to play an instrumental role in ensuring social security by cracking down on and preventing crimes,but also needs to fully explore and realize the expressive function of cultural maintenance.Through the construction and strengthening of the dual roles of the police,it is not only help to promoting the police trust of urban residents,but also conducive to the realization of harmonious cooperation between the police and citizen,and common participation in social governance.Based on the statistical analysis of the data obtained from the sample questionnaire survey of 1197 urban residents in Xiamen and Guiyang,this study obtained the following conclusions:The willingness of urban residents to cooperate with police is mainly composed of three dimensions,such as initiative willingness to cooperate,utilitarian willingness to cooperate and passive willingness to cooperate.At present,the willingness of urban residents to cooperate is strong,and shows feature of"initiative highlight,utilitarian and passive relatively weakened".(2)Social concern has a significant role in promoting the police trust of urban residents.Among them,urban residents' instrumental concerns and expressive concerns have different influence mechanisms on their police trust.Among the instrumental concerns,the concerns of community security rather than individual security concerns of urban residents have a significant impact on the multi-dimensional degree of their police trust;in the expressive concerns,community cohesion and social trust have a certain role in promoting their police trust.(3)The police trust in procedure justice,effectiveness and distribution justice of urban residents exert a significant influence on their willingness to cooperate.At the same time,it is found that procedural justice trust can promote the willingness of urban residents to cooperate with police more than effectiveness trust.(4)Social concern not only has a significant direct impact on the willingness of urban residents to cooperate with police,but also has a significant indirect impact on it through police trust.Based on the findings,this study discussed following three questions in-depth:(1)The willingness of urban residents to cooperate with police:Based on"relationship rationality" or "community sentiment"?This study points out that the police system and network intergrated deeply in the life of urban residents in China,and the strategic integration and utilization of police resources by urban residents,has prompted the current willingness of urban residents cooperate with police to show"emotional endogenous highlighting,utility induced and forced external pressure relatively weakening".There is differentiation within the urban residents in China and the willingness of urban residents to cooperate with police shows group differences.The work unit stratification and education stratification strengthen the asymmetry of power relationship between police and urban residents.The imbalance of relationship structure and the expansion of psychological distance make the vulnerable groups'willingness to cooperate more mandatory.(2)Which orientation of concern affecting the Police trust of urban residents:expressive concern or instrumental concern is more prominent?This study points out that the police trust of urban residents in China emphasizes on the police as an institutional symbol of social order and justice,which is more symbolic than its tool value.At the same time,there is a symbolic boundary between motivation-based trust and results-based trust.And procedural justice trust is higher than distributive justice trust.The sense of security and order formed by urban residents based on social concerns can promote their police trust to a certain extent,and the impact of expressive concerns is greater than instrumental concerns as a whole.(3)The dynamical mechanism of willingness of urban residents to cooperate with police:the dual construction of institutional trust and cultural habits?This study points out that the high-quality evaluation of urban residents' social concerns can promote their community identity and compliance with cultural rituals,which has a direct impact on their willingness to cooperate with police.At the same time,social concern,through influencing the police trust of urban residents of which take police as an institutional symbol,promotes the construction and identification of their group identity,and generating a sense of belonging and emotional attachment to the groups to which police representatives belong,which indirectly affects their willingness to cooperate with the police.
