| After analyzing the personnel management system between China and the United States,Chan raised a question:"China’s personnel management system especially emphasizes political loyalty,so how does political loyalty induce high performance?" This paper attempts to answer this question from the perspective of public leadership,and provides new ideas and evidence for "how to encourage the loyalty and enthusiasm of civil servant from the perspective of leadership".The concept and measurement method of "political loyal leadership" conceptualized by Tummers and knies is introduced by this research for the first time,On the basis of comparing the differences of political loyalty characteristics between China and the West,this paper comments on the concept and measurement method of "political loyalty leadership" first conceptualized by Tummers and knies,and finds out the direction of revising the concept and measurement method of "political loyalty leadership"in the Chinese scenario.Through semi-structured interviews and Grounded Theory analysis,behavioral characteristics of "political loyal leadership" in China are discovered.Then,a measurement scale based on the behavioral characteristics of "political loyal leadership" is developed.After expert evaluation based on Delphi method and multiple tests,a measurement model is discovered,which has good reliability and validity.Compared with the classic leadership behaviors such as transformational leadership,transactional leadership,paternalistic leadership and ethical leadership,political loyal leadership has significant,unique and stable explanatory power to work engagement.Based on the analysis of the characteristics of "work engagement" in public management and the limitations of the classic UWES scale,this paper considers that the UWES scale lacks the care for the publicity and integrity of public administration.Based on this understanding,this paper revises the UWES scale from two dimensions of space and time,and constructs a scale including work enthusiasm,work toughness,collective spirit and social responsibility.The results show that the suitability of UWES in the public administration is relatively weak,and the revised scale has better predictive validity.In the process of studying the predictive validity of the multi-dimensional work engagement scale.On the basis of combing the development process of role theory and the characteristics of roles in public administration,this paper divides the roles of civil servant into two different levels and different connotations:position roles and prof essional roles,and explains "how the superior political loyal leaders influence the subordinate’s work engagement" from these two roles.From the perspective of position role,according to the framework of "role expectation"-"role pressure"-"role playing",this paper analyzes the process of the influence of the political loyalty leadership of the superior on the work engagement of the subordinate.Based on the JD-R model and Resource Preservation Theory,the framework of "role expectation"-"role pressure"-"role playing" is deduced into two new theoretical hypothesis models,which are sub research 1 and sub research 2 from the perspective of position role.Through the empirical test,it is found that the political loyal leadership of the superior has a significant positive predictive effect on the work engagement of the subordinate.From the perspective of position role process,public service motivation plays an intermediary effect in the relationship between political loyal leadership and work engagement,role clarity plays an intermediary effect in the relationship between political loyal leadership and work engagement,and role overload plays a sheltering effect in the relationship between political loyal leadership and work engagement.F rom the perspective of prof essional role,according to the framework of "role expectation"-"role understanding"-"role playing",this paper analyzes the process of the influence of the political loyal leadership of the superior on the work engagement of the subordinate.Based on the Self-Determination Theory,a hypothesis model is established,in which actor role understanding and executor role understanding are Intermediary variable.Through the empirical test,it is found that:political loyal leadership has a positive predictive effect on actor role understanding and executor role understanding,but actor role understanding is Intermediary variable,and executor role understanding has no significant effect on work engagement.The empirical results show that:political loyal leadership is an effective situational factor affecting the work engagement of civil servant,and role building is the key link to determine the impact of political loyal leadership on the work engagement of civil servant.It is necessary to improve the cognition,improve the interaction between the superior and the subordinate,strengthen the leadership responsibility and capacity building.In the aspect of role building.It is necessary to further deepen the list of rights and responsibilities,optimize "script",transcend narrow and loyal cognition,and expand the
