An Empirical Analysis Of The Behavior Elements Of Public Leaders

Public leadership is a recent topic in the public administration field recent years. The quantitative analytical method may help us clear up that. The paper brings role concept within the research frame of behavior elements of public leadership. We have analyzed the inherent relation between role consciousness, role specialty and role behavior from two dimension degrees, through sampling investigation method. Firstly, the paper has proved to the index systems of public leader's behavior element and the research method on the basis of explaining the research frame in detail. Secondly, it describes and summarizes the characteristics through descriptive analysis of role consciousness, role specialty and role behavior and correlative analysis with dependent variables. Thirdly, it analyzes the correlative direction and correlativity through the causal model analysis for deeply understanding adjustment of each element association nowadays. The results of the research indicate: The public leader's role consciousness has instrumental and showing nature characteristic. The public leader's role specialty has instrumental and ethical characteristic. It is comparatively remarkable that the interpersonal type of role behavior. Leader's role consciousness is associated with their role specialty and role behavior, but might not be the positive correlation. Role consciousness of tool quality might be associated with role behavior of interpersonal type. Finally, after explaining the conclusion, it points out the public leadership means leadership that has " publicity ". That is, they should have stronger public spirit, the flexibly public quality and rigid ability to deal with public affairs and public behavior adapting to the public environment. Moreover, it constructs public leadership behavior model from three sides: strengthening public role consciousness, cultivating public role specialty and molding public role behavior.
