Grass-roots civil servants are the main part of civil servants and the main implementers and frontline executors of public policies.The administrative efficiency and public service quality of grass-roots government are directly related to the achievements of civil servants.High-level work engagement is the premise of high-quality work results.Therefore,it is of great significance to explore the influencing factors and action paths of grass-roots civil servants’ work engagement level to improve their work engagement level.This paper takes grass-roots civil servants as the research object,innovatively explores the impact of the dual variables of job identity and role stress on work engagement and explores the path and effect of the two variables acting on work engagement at the same time.Firstly,through reading and sorting out relevant domestic and foreign literature,this article combs and reviews the influencing factors and action paths of grassroots civil servants’ work engagement level,forming a research idea that explores the impact of work engagement levels from the perspectives of job identity and role stress,as well as constructing a research model and putting forward research hypotheses.Secondly,conducting questionnaire surveys and data empirical testing.Taking basic-level civil servants in District X of Hangzhou City,Zhejiang Province as the questionnaire survey object,after obtaining valid sample data,using SPSS21.0 software to conduct empirical analysis of the data,the following research conclusions are drawn: First,the overall level of job identity of civil servants in District X is relatively high.But it is also under greater role stress,and the level of work engagement in the job process is acceptable,but there is room for improvement.Second,the job identity,role stress,and work engagement level of civil servants in District X will be affected by individual statistical variables and show differences.Third,the job identity of civil servants in District X is significantly positively correlated with work engagement,and the role stress is significantly negatively correlated with work engagement.Fourth,the professional identity of civil servants in District X will have a significant positive impact on work engagement,and role stress will have a significant negative impact on work engagement.Finally,this article puts forward countermeasures and suggestions to increase the level of grassroots civil servants’ work engagement from two aspects: from the perspective of improving job identity,it is necessary to guide grassroots civil servants to establish a correct career outlook,broaden the career development channels of grassroots civil servants,and strengthen the sense of professional belonging of grassroots civil servants;From the perspective of reducing role stress,it is necessary to prepare job descriptions to clarify the role of civil servants,optimize administrative procedures to reduce the workload of civil servants,and formulate lists of rights and responsibilities to weaken civil servants’ role conflicts.
