As an important form of Socialist democracy in China,consultative democracy has emerged and gradually developed and improved in the process of connecting different social and historical development stages and meeting the practical needs of different development periods on the basis of Marxism and in combination with China's national conditions.In the overall construction and continuous advancement of socialist democracy with Chinese characteristics,the practical development and theoretical construction of consultative democracy have played an important role.The concept of "socialist consultative democracy" was formally put forward in the eighteenth National Congress of the Communist Party of China,the future development direction of China's democratic politics and the development key,it is a theory of the Communist Party of China with great courage to make a summary of the political development in our country and major innovation,and it is not only for the Communist Party of China to lead the people in the long historical process of the negotiation practice and summary,also objectively positive its problems and deficiencies,further perfect and pointed out the development goal for the future and the direction of the efforts,the development of the deliberative democracy injected new momentum and vitality.At the same time,how to respond to the outside world's doubts about China's democracy,and how to speak for themselves and win the right to speak on the world political stage? These problems must be faced and solved on the development path of consultative democracy in China,which not only have the urgent need of reality,but also contain the requirement of theoretical development.It is on this basis that this paper attempts to gradually launch,starting from the practice of consultative democracy,in the context of history,and strive to comb,analyze and summarize the development of consultative democracy.In addition to the introduction,the paper is composed of the following five parts:The first part is an overview of consultative democracy from the perspective of theory.Practice is carried out under the guidance of theory,and theory is the precursor of practice.Firstly,it clarifies the basic concepts,takes China's consultative democracy as the core,conducts theoretical research closely around this object,and clarifies it mainly from the three perspectives of connotation,main characteristics and value embodiment.Second,expounds the theoretical foundation of the consultative democracy,in the basic theory of Marxism about democratic consciousness,political parties and the united front,the classic,this paper provides the practice of consultative democracy in China,political guidance in theory,the more valuable is that the Communist Party of China constantly in practice combining Marxism with China's concrete practice,has realized the Sinicization of Marxism,the crystallization of these thoughts as the theoretical foundation of the consultative democracy in our country,from theory to practice,driven by the ideal into reality,and perfecting the development in practice.The second part revolves around the Communist Party of China,the main exploration of consultative democracy in the period of the new democratic revolution.Since this period is the exploration and initiation of consultative democracy in China,the basic logic of this part is: Why did China choose consultative democracy at that time?What efforts and representative practical explorations has the Communist Party of China made for this choice and the establishment of consultative democracy? What is the significance and value of these practical explorations to the eventual establishment of consultative democracy in China?The third part focuses on the socialist revolution and construction period,to find the direction of the socialist democracy construction,national political consultative democracy was established,the main content of political consultation,centered on the main body of the people's political consultative conference,democratic parties,this period lasted for exploration achievements of the democratic revolution period,consultative democracy and electoral democracy and pattern formation,the tradition of consultation continues,and the basic thoughts of the consultative democracy system specification.Of course,it is inevitable that the construction of consultative democracy in this period experienced a tortuous course of development.The fourth part focuses on the progress of consultative democracy in the new period of reform,opening up and socialist modernization.The main manifestation is that consultative democracy is restored in the new period and continues to develop on the basis of inheritance,and the CPC's cognition of consultative democracy is constantly improving.The main development trend of this period was that consultative democracy expanded from the state level to the local level,and the consultation field expanded from political consultation to social consultation,that is,the political consultation at the state level developed towards institutionalization and rule of law.At the same time there was social consultation in the social sphere.The fifth part focuses on the development and perfection of China's consultative democracy since entering the new era.During this period,consultative democracy entered the stage of refined development,which was manifested in a broader scope and in-depth expansion at all levels,and a focus on the "qualitative" development of consultative democracy,it entered the stage of systematic institutional construction and institutional innovation.In addition to further developing consultative democracy on the basis of previous stage,we should put it in the perspective of governance modernization and apply it in international governance more creatively.It pays more attention to the development of grassroots consultative democracy and provides a model for international governance,which demonstrates China's model and path.At the same time,consultative democracy still has some problems in China.For this macroscopic problem,this part only starts from the perspective of "people" and selects the subject perspective to investigate the specific problems faced by the development of consultative democracy,so as to try to provide countermeasures,paths and thoughts for the further development of consultative democracy.Practice is endless,the analysis of history,is for the future development of the source has a current,a root has a basis;The purpose of thinking about the future is to learn from,connect with and promote history.Therefore,the end of the article does not mean the end of the problem.The starting point and ending point of the article are not only closed loop on a problem,but also open,which need to be summarized and thought continuously with the development of practice.
