Research On Political Ability Construction Of Leading Cadres In The New Era

Since the 18 th CPC National Congress,General Secretary Xi Jinping has attached great importance to the issue of political ability of leading cadres.In the new era,changes in world conditions,national conditions,and party conditions have raised many new topics and major challenges for the political abilities of leading cadres.Improving the political ability of leading cadres is the inevitable requirement to assume the historical mission of the new era,is the key move to address various risks and challenges,and to ensure the political guarantee of the party’s long-term governance.The research on the political capacity building of leading cadres has farreaching historical significance and direct practical significance.Political ability is the first ability of the party’s leading cadres,it can fundamentally affect the nature and direction of other abilities,and can generate,expand,and strengthen other abilities of leading cadres.Based on the five-dimensional element structure of political ability,that is,political personality ability,political cognitive ability,political emotional ability,political attitude ability,and political behavior ability,refining the eight-dimensional element model of the political ability of leaders in the new era,that is,political determination,political learning ability,political grasp ability,political discrimination ability,political control ability,political responsibility ability,political risk prevention ability and political leadership ability,these are prerequisites,complement each other,and are dialectically unified.Political standards have always been the primary criteria for the selection and appointment of cadres by the Communist Party of China.The new proposition of political ability has gone through few historical strategies,such as,the basic principles of cadres with both morals and talents in the early days of the founding of the Communist Party of China,the requirements of revolutionary and specialized cadres in the early days of the founding of the People’s Republic,revolutionary,young,knowledgeable and professional cadres in the after reform and opening up.emphasizing political qualities in the new century.Since the 18 th National Congress of the Communist Party of China,in the selection and appointment of cadres,the standard of good cadres has been the main line,and the selection of cadres based on political standards has become a distinctive feature of the times in the construction of cadres in the new era.At present,the political abilities of leading cadres are generally relatively strong,but there is still the danger of inadequate political abilities of leading cadres,which is mainly manifested in four aspects: one is that political responsibilities emptiness leads to cadres inaction;secondly insufficient political implementation has led to the prevalence of formalism;thirdly insufficient political ability leads to panic;the fourth is that the empty nature of politics leading to political corruption and privileges.In the new era,overcoming the lack of political abilities of leading cadres is mainly based on two perspectives.On the one hand,leading cadres strengthen their selfcultivation.According to the new model of the political abilities of leading cadres,they have worked hard in eight aspects,that is,strengthening political determination;optimizing political learning ability;identification ability;improve political grasp ability;improving political improve political control ability;strengthen risk prevention capabilities;strengthen political leadership.On the other hand,rely on organizational training.From the system level,it highlights the matching degree of selecting and employing cadres,and integrates political standards throughout the selection and appointment of leading cadres.From the mechanism level,it improves the accuracy of assessment and inspection,builds an indicator system for evaluating the political abilities of leading cadres,uses SPSS software to analyze the reliability and validity of the indicator system questionnaire,and points out the practical dilemma of evaluating political ability.From the tool level,enhance the effectiveness of education and training,highlight the needs-oriented,and scientifically set up training courses;optimize the teaching staff of courses,enrich training resources,strengthen evaluation feedback,and comprehensively improve the quality of training.From the environmental level,strengthen the integrity of practical experience,accumulate experience in mass work practice;strengthen party spirit in the political life within the party;and develop skills in the ideological struggle.
