"Party affairs publicity" is an important institutional tool to promote the modernization of the party's governance system and governance capacity,and is a new era and new topic in front of the Communist Party of China.Standing at a new historical starting point,the 19th National Congress of the Communist Party of China clearly put forward "promoting the openness of party affairs,unblocking channels for Party members to participate in party affairs,supervise Party organizations and cadres,and put forward opinions and suggestions to higher-level party organizations".The implementation of the regulations of the Communist Party of China on the publicity of Party Affairs(for Trial Implementation)on December 20,2017 marks the institutionalization,standardization and routinization of party affairs publicity.How to understand the publicity of party affairs?How to strengthen and standardize the publicity of party affairs?The answers to these two questions constitute the logical starting point of the article analysis,and also an important clue throughout the full text.The nearly 100 years history of the Communist Party of China is also the history of continuous exploration and development of party affairs.The understanding of the necessity and importance of party affairs publicity has been gradually deepened.There are three main reasons:First,strengthening and standardizing the openness of party affairs can better carry forward inner-party democracy,strengthen inner-party supervision,and continuously deepen the comprehensive and strict management of the party;Second,strengthening and standardizing the party affairs openness can better respect the party members' principal position,awaken the party members' subjective consciousness,and make the majority of Party members better understand and participate in the party;Third,strengthening and standardizing the openness of party affairs will help to improve the party's ruling ability and leadership level,and promote the modernization of the party's governance system and governance capacity.The paper consists of introduction,five chapters and conclusion.The main body is divided into five chapters:The first chapter focuses on the basic theory of party affairs publicity of the Communist Party of China,aiming to find out what and why the party affairs publicity is.The basic theory of party affairs publicity is the theoretical basis and theoretical basis of the whole paper.It is of great significance to study the party affairs publicity by defining the basic concept and internal dimension of party affairs publicity.This chapter is divided into three sections:the scientific connotation of party affairs publicity,the theoretical source of party affairs publicity and the basic principle of party affairs publicity.First,the concept of party affairs publicity is analyzed and the basic dimension of party affairs publicity is clarified.Secondly,the author combs and reviews the theory of the party affairs publicity by the classical Marxist writers and the main leaders of the Communist Party of China,and determines the formation and development of the theory.Finally,the paper analyzes the basic principles of party affairs publicity from the four aspects of Party democracy,political civilization,supervision,unity will and action of the whole party,and answers the question of why party affairs are open.The second chapter focuses on the historical process of the publicity of the party affairs of the Communist Party of China,aiming to find out why,where and how the publicity of the party affairs came from.Following the historical track of our party's publicity of party affairs,this chapter deeply summarizes the historical process and main characteristics of the publicity of party affairs in the period of new democratic revolution,socialist revolution and reform and opening up.This chapter is divided into four sections,namely,the period of germination and preliminary exploration,the period of exploration and twists and turns,the period of recovery and development,and the period of development During the period of perfection and innovation of party affairs publicity,we should deeply summarize the basic experience and lessons,systematically discuss the new decision-making,new ideas and new requirements of party affairs publicity in the new era,and provide beneficial thinking and mirror for further strengthening and standardizing party affairs publicity.The third chapter focuses on the theory and practice of the openness of the party affairs of the world's major political parties,aiming to develop their strengths and circumvent their weaknesses and draw on the strengths of others.This chapter is divided into two sections,namely,the current situation of the practice of the openness of the party affairs of the world's major political parties,the experience and Enlightenment of the openness of the party affairs of the world's major political parties.This chapter comprehensively combs,classifies and evaluates 35 Marxist party charters and programs,33 different countries and political parties' charters,party related laws and regulations,taking party affairs publicity as the clue,summarizes the experience and analyzes the deficiencies,so as to provide reference for strengthening and standardizing the party affairs publicity of the Communist Party of China in the new era.The fourth chapter focuses on the analysis of the reality of the opening of the party affairs of the Communist Party of China,aiming at expounding the innovative results of the opening of the party affairs of the Communist Party of China,and pointing out the characteristics and main causes of the realistic dilemma of the opening of the party affairs.This chapter is divided into three sections,namely,the innovation effect of the Communist Party of China's party affairs publicity,the main characteristics of the realistic dilemma of the Communist Party of China's party affairs publicity,and the main causes of the realistic dilemma of the Communist Party of China's party affairs publicity.According to the current situation of the practice of party affairs publicity,this chapter chooses to think about the main influencing factors of party affairs publicity from the three dimensions of ideological understanding,technical methods and system,and points out the concrete characteristics of the realistic dilemma of party affairs publicity from the three aspects of cognitive deviation,work lag and lack of system.On this basis,from the perspective of organizations and individuals,this paper analyzes the causes of the realistic dilemma of Party Affairs Publicity:lack of public will,weakening of functions and unrealistic responsibilities.The fifth chapter focuses on the innovation path of the publicity of the party affairs of the Communist Party of China,aiming to find out how to strengthen and standardize the publicity of the party affairs in the new era.This chapter is divided into five sections,namely,focus on improving the system of party affairs publicity to ensure the orderly operation of party affairs publicity;focus on cultivating the culture of party affairs publicity to give full play to the cultural advantages of party affairs publicity;focus on innovating the technology of party affairs publicity to improve the overall efficiency of party affairs publicity;focus on implementing the responsibility of party affairs publicity to ensure the implementation of party affairs publicity;focus on improving the mechanism of party affairs publicity to consolidate the foundation of party affairs publicity Foundation.This chapter takes the problems in the system and practice of party affairs publicity as the guidance,takes the historical experience and lessons as the mirror,and puts forward the practice path from the system,culture,technology,responsibility and mechanism,trying to provide some useful thinking and practice path for strengthening and standardizing the party affairs publicity in the new era.
