The Study On Open Management Of Party Affairs Based On Information Asymmetry Theory

Under the condition of modern democratic politics,it’s imperative for public power to be open and transparent. As the nature and status of the communist party of China,it’s esseintial for party affair to be opened when we promote the operation of public power. At present, the views in chinese academics of studying the party affairs theoretical basis are relatively single,its mainly confined to the "guarantee of party members’ right to know"and"principle of power delegation".Although the each above view has its own rationality, they don’t reveal the necessity of Party affairs publicity profoundly when promote it.Therefore, this article puts forward a new research perspective:information asymmetry,its thinks the opening of the party affairs as a kind of information symmetry mechanism to solve the problem of asymmetric information.The phenomenon of Information asymmetry exists generally, there are information asymmetry phenomenons between party organizations and their staffs and ordinary party members and masses. Although it’s a harmless state for information asymmetry, there are some party members and cadres who master public power and pursue their self-interest maximization may use the information advantage to make adverse selections and moral hazard problems, such as corruption and abuse of power, corruption, etc, which will inevitably affect the political stability and social stability if these problems can’t be stopped timely.While the system of Party affairs publicity which is based on these problems is built.By voluntarily disclose information on the operation of public power and honesty and self-discipline of the leading cadres and so on,our party will change the condition of information asymmetry between the power holders and the people,and weaken power holders’information superiorities,therefore,they dare not, not, not easy to make adverse selection and moral hazard when they are under public scrutiny.The essence of Party affairs publicity is to reform information symmetry.But Party affairs publicity cannot completely achieve information symmetry, it’s a sub-optimal solutions to solve this problem.Therefore, in order to solve the asymmetric information,we should take advantages of the joint force that come from all kinds of solutions of information asymmetry problem. Meanwhile, there are some problems and challenges when the system of the open management of party affairs is implemented. Therefore, it is necessary for us to deepen and perfect this system.In this paper, the literature research methods, qualitative research methods and so on are mainly applied to expound the necessity of implement the system of open management of party affairs from the perspective of the information asymmetry,and it will lay the new academic foundation for the system of open management of party affairs.Firstly,it analyzes the theoretical basis of the existing research about Party affairs publicity;Secondly, information asymmetry is introduced to expound how the adverse selection and moral hazard problems which are bringed about by information asymmetry are solved; Finally,it summarizes that the essence of Party affairs publicity is to reform information symmetry,and put forward some further thinkings about this system.
