China' s media policy,management and control system originates from its own history,culture and party politics,and owes to the socialist road,regime,theory and culture with Chinese characteristics.China' s international communications guided by Marxism sticks to such basic rules as objectiveness,openness,justice and its self-rule of management.Whereas,different from the Western media,Chinese media openly admits its practice of Marxist party principles ie.political principles in its international communications,represented by‘State-owned'or'State-run' characteristics under CCP' s leading,shaping sharp contrast with the Western media.Politicians and media of Western countries as the US and the UK,who and which is against Communist China,would always criticize or even attack Chinese media,linking fake news with them or media control with its government,and stigmatize the Chinese world image and misguide the international audience.Eversince 'State-owned'or 'State-run' has long been a scarlet A to Chinese media,and the lingering bewildment diminishes the belief in Marxism digging the base of China's Maxist media policy,which should be theoretically clarified and thus strongly opposed by the Chinese media circle.This research insists media appears with news circulation which has its motives as all other human activities.When media targets the social masses,it shows its motives for the pursuit of political power,the aim for which international communication in its narrowed sense based on mass media,is destined and unexceptional.International communication is a transborder media activity appearing only after modern nations come into existence,serving the mass in other countries or areas with abundant fresh news,analyses and oppinions helping them understand the country,showing its prestige and power and winning support,which in essence is a struggle for the power of international public opinion control,although it has an outfit of being free,objective,just and independent attracting the social mass' s admirance.This study takes international communication as a political activity in the world society,focusing on analyses of the concealed political nature and specific motives behind the struggle for the public opinion control,the interactions between international communication and politics and the characteristics in different historical periods,utilizing the combined research methods of case study,historical study based on such theories as political realism,liberalism,cultural imperialism,etc.and such political concepts as power,benefit and prestige,insisting China' s media and researchers should enhance“four consciousness”,take its own media values and independent development route,as RT of Russia has in this aspect set the world an example.Meanwhile,the study also discusses the existing problems in the capacity building of Chinese international communication such as'state-owned' or'State-run' practice,and put forward constructive suggestions including top guidance and more effective co-ordinance,solvement of the long existing management problems,taking the unprecedented opportunity to develop internet media,etc.
