Since the Philippines unilaterally initiated the international arbitration,China's SCS claim has been confronted with the challenges of diplomatic,legal and publica due to the participation and influence of relevant countries.All parties are involved into the most intense confrontation and contradiction from the reveal of public opinion,making it as the most influential aspect of the spread of China's claims.The news about the SCS arbitration publicated by international media provide a possible path for us with a comprehensive study of charactristics,law and internal relations of media,agenda and opinion leaders in the international communication of China's claims.Speaking of international media,the media from China and the Philippines have made remarkable achievements.These media have provided an important platform for interpretation and dissemination of positions and views of the two countries.The media from the United States,Japan and Australia have kept their eyes on the arbitration for the mean time,and done a wonderfull job on demonstrating their official standing,which looks more like the position of the Philippines by comparison.Speaking of agenda,the competition over the narrative of territorial sovereignty and international law between China and the Philippines are more intense,while the convergence of the discourse of the United States and the Philippines on the agenda of “the dotted line” and the so called “reclamation” are more prominent.Speaking of opinion leaders,government officials,experts & scholars from China and Philippines have engaged into another fierce competition on the expression and discourse over the position of the two countries,while opinion leaders from the United States have given broad support to the official standing of the Philippines.During the competition mentioned obove,the divergence of media around their respective political positions is obvious.To some extent,in the process of international communication of discourse of relevant countries,the diversion of discourse has formed two groups with different bias in media which is more of an alliance with a tendency toward extrme opposition.Chinese official standing has been recognized by some high-level officials from small countries and some experts & scholars from relevant countries.However,due to the limitations of various factors,it lacks the possibility of further extension in international communication.The Philippines' position has been recognized and supported by western countries,especially the United States,Japan and some other western powers,in discourse and practice.Depending on its alliance system in East Asia and the rest of the world,the United States creatively expands the discourse of anti-China from Philippines,and embed it into the geographical pattern of the Asia-pacific region.Affected by doing this,new spillover effects have been born in international relation,and developed into a huge obstacle that China must be faced in the process of extending its discourse of SCS claims.In the meantime,a natural barrier to thwart the rise of China was erected in international cognitive.Looking to the future,the negative impact of the arbitration on international public opinion and cognition has already shaped.Once the SCS issue becomes an international hotspot,China's policies and international discourse on SCS will face severe challenges again.To achieve the creative transformation of China's proposition,strengthening the awareness of international discourse power,improving the external communication meachnism of China's claims of SCS are all necessary.Then,making it to be an effective sofe power for China to deal with the international public opinion on SCS issue in the future.
