U.S. Department Of State International Strategic Review Study

How to evaluate and consider the success or failure of international strategy is a key and difficult problem in strategic research.Generally speaking,there are many criteria for judging the success or failure of an international strategy.This paper holds that the success of strategy is based on whether to achieve strategic objectives.Therefore,how to evaluate and consider the degree of achievement and progress of strategic objectives is the core issue of strategic research,and it is also an important part of many links in the process of strategic management.This paper synthesizes the relevant theories and research methods of international strategic science and management science,from the perspective of strategic management,establishes the basic analysis framework of international strategic evaluation,and deeply analyzes the practice of international strategic evaluation of the U.S.Department of State.This paper takes strategic management as the core,organically combines strategic planning,strategic implementation,strategic assessment,and makes a comprehensive analysis of the elements of strategic objectives,strategic resources,strategic means,strategic performance,and determines the specific feasible,operational and measurable strategic evaluation tools to evaluate the effectiveness of the U.S.Department of State's international strategy.Chapter One is the theoretical part of this paper,which regards the international strategic assessment as the strategic implementation level,puts forward the strategy-based performance evaluation method,and constructs the “strategy – performance” evaluation model.The international strategic assessment of the State Department of the United States is mainly divided into two levels: the first level is the overall strategic level of the department,and the second level is the specific project evaluation carried out around the international strategy.Chapter Two introduces the overall strategic evaluation of the U.S.Department of State at the first level.According to the evaluation model of “strategy-performance”,the strategic objectives of the U.S.Department of State at all levels of international strategy are determined from the strategic planning of the U.S.Department of State,it determines the strategic objectives,and turns the strategic objectives into performance objectives,then carries out performance evaluation to determine the achievement of strategic objectives.Chapter Three is to introduce the second level of specific project evaluation,which is the basis and key of the overall strategic evaluation of the department.The basic process of project management is designed and implemented from two aspects of project design and performance management,and the main types and related practices of project evaluation are comprehensively analyzed.On the basis of analyzing the practice of international strategic evaluation in the first two chapters,Chapter Four focuses on the legal system,institutional guarantee and operational mechanism of the international strategic assessment of the U.S.Department of State,and makes full use of the evaluation results.Chapter five takes American foreign aid as a case study,comprehensively combs and analyzes the evaluation of American foreign aid,and tests the evaluation mode of “strategic-performance ”,and thinks that conducting strategic evaluation has a positive effect and profound influence on American foreign aid strategy.After many years of theoretical research and practice,the international strategic assessment of the U.S.Department of State has formed a set of mature and effective strategy-based evaluation mechanism,system and practice,and achieved good results.Of course,there are also shortcomings and challenges in the international strategic evaluation of the U.S.Department of State.On the basis of learning from its evaluation practices,we constantly promote the research and practice of China's international strategic evaluation,and then contribute to the development of China's international strategy.
