Basic unit government is the important part of the state power in China, is the communication bridge between nation and society. Their performance evaluations not only affect the implementation of national policies and government personnel’s work ability, but also have important influence on the people’s attitude to government. In the 1980s, new public management movement made waves in Europe and other developed countries, the government began to use the way of business administration to manage and reform the administrative bureaucracy system and feedback on performance management. At the same time, China is catching up. During more than 30 years of development, practice and probe, the grass-roots government department in our country has obtained a lot of experience and method in performance evaluation, which achieves remarkable results. The social atmosphere of performance evaluation is becoming stronger and stronger. Mature theory and practical experience about grass-roots government performance evaluation is a salutary lesson to our country.Modern information technology, diversified analysis method, scientific appraisal way also provide technical support to improve grass-roots government department performance evaluation.In this background, I do some research on the grass-roots government performance evaluation. This article first briefly introduces the research background and present status of the grass-roots government department performance evaluation, summarizes the research status at home and abroad and deduce my thinking and research emphasis. Then I explain the concept like "performance evaluation", "grassroots government department " and other words and do the simple analysis on the possibility and necessity of my research. Later, on the one hand, I summarize domestic common experience which is worth learning through the analysis of the good example of performance evaluation. On the other hand, I choose government performance evaluation of Sanshui district, Foshan city for case analysis. After years of exploration and practice, Sanshui has achieved certain success in terms of performance evaluation, which can make the template type meaning for the strategy. Meanwhile, I do further analysis of the problems existing in the performance evaluation in practice and show my view on Sanshui improve. Finally, basing on the reality of grass-roots government and the practice of performance evaluation all over the country, I abstract some development ideas and specific countermeasures about the grass-roots government department in performance evaluation.Considered in this study, grass-roots government department’s performance evaluation should be promoted by updating concepts of performance evaluation, building performance evaluation systems, expanding the main body of performance evaluation and enhancing comprehensive performance ability.Firstly, from the perspective of updating the concept of performance evaluation, the performance appraisal should be under the guide of scientific values, and strengthen the cultural construction of grass-roots government performance. Secondly about the performance evaluation system, establishing a regulator and perfecting the procedure and system construction are most important. The third way is the rich performance appraisal main body which should guide the public participation and give full play to the role of public participation. The third party evaluation organization also needs to play a significant role. Last but not least is the comprehensive ability to promote the overall performance appraisal including determining specific index system by classification, reviewing the result of the evaluation and using the result of the evaluation to tie incentive mechanism and adjust government structure.
