Research On “Integrated Governance” Of Grass-Roots Party Organizations

Based on the core proposition of leadership level and ruling ability of the Communist Party of China,this paper discusses the new pattern of urban social governance under the overall leadership of grass-roots party organizations and the innovation of party building.In view of the theoretical framework of political parties transforming society,political parties adapting to society,political parties organizing society and political parties leading society,as well as the theoretical viewpoints of overall domination,selective governance,integrated governance and leading governance,etc.,in this paper,the author uses the methods of investigation,literature and comparative analysis to study the mechanism of the process of Harvard and the three-dimensional relationship between the party and the government,based on the practice of street governance in Guzhen,Wu Zhen and Southbridge,this paper puts forward the theoretical framework of “Unified governance of political parties”and the viewpoint of “Unified Governance”of grass-roots party organizations.The main logic of the article is why the grass-roots party organizations need and can take unified governance,what is the process and mechanism of its integration,what is the practical effect achieved,what are the theoretical and practical values.Specifically,this study argues that the “Integrated governance”of grass-roots party organizations originated from the “Social vacancy”and “Government dislocation”caused by the changes in governance space,social structure and bureaucratic system pressure in the post-danwei period,it is necessary to bring into play the governing and filling functions of the party in power to bring about the governance order and efficiency dilemma at the basic level.And the political requirements of the system governing the party,the reform and deployment of the party and government overall planning,and the innovative ideas led by the party construction provide the political guarantee,the system support and the action basis for the basic-level party organizations to carry out governance and complement the position,and promoted the integration of the idea of multi-subject governance.On the basis of unity of ideas,the grass-roots party organizations mainly take the path of integration of administrative power through system empowerment,department integration,party construction and absorption,etc.,“Double-coverage”of party building,the materialization of party building,the institutionalization of party building,political arrangements,the construction of representativeness and other ways of social organization,as well as the networking of organizational forms,the governance of party building and the construction of pivotal platforms,it pushes the ruling party to unify the vertical and horizontal structure of the government and the society,and constructs a flat and cooperative structure of “Axis dependence”.At the same time,the grass-roots party organizations have adopted the mechanism of classified governance with party(general)branches,leading groups,task forces,organized intermediaries and so on,political,project-oriented,typical,contract-oriented and relational “Differential mobilization”mechanisms,as well as comprehensive evaluation,quantitative grading,mutual embedded supervision and positive/negative incentive “ Selective incentive ” mechanisms,it promotes the integration of multi-subjects in town public management,public service and public safety,and sets up an “Organized”regulatory system of authority.From the practice of governance in street towns,the integration of governance idea,governance structure and governance action of grass-roots party organizations has shaped the “Integrated governance”model in town area.Under the interaction of multi-integration mechanism,the external relations among multi-subjects in town area have been internalized,the organizational relations have been governed,and the grass-roots integrated and cooperative governance order has been established,governance integration,goal intervention and “ Dual-track ” coordination of the“Anti-hierarchical control”system has also been formed,the two together promote the performance of street town governance.However,the practice of unified governance of grass-roots party organizations is also prone to overflow of“ Movement ” in town-level governance,such as political weighting and political competition,which requires the grass-roots political power to overcome the tendency of “Instrumentalization”of the party's leadership and party building,it will return to the conventional orbit of the construction of governance system,the innovation of governance system mechanism and the cultivation of social capital,so as to realize the effective negotiation,co-governance and simplicity of governance at the grass-roots level.On the theoretical level,this study holds that “Integrated governance”is the inheritance and transcendence of state integration,administrative integration and political integration,and has its own theoretical connotation and core characteristics.The practice of unified governance in the concept,structure and action of the grass-roots party organizations also shows that the CPC promotes its leadership level and ruling ability at the grass-roots level by the way of “Organizing and benefiting each other ” That is to say,to strengthen the cohesion of the organization,to strengthen the dependence of the organization and to enhance the leadership and mobilization of the organization.In addition,this study also believes that the grass-roots party organizations have made great efforts in building an organized governance team,integrating governance objectives and resources,and shaping a cooperative governance system and mechanism,it also shows that the street towns in the transformation period are not the “Distribution”,“Maintenance control”or“Coordination”regime,but the “Management-type regime”nature.
