Party Integration:the Practice And Trend Of Social Organizations Participating In Grass-Roots Governance

The report of the 19th National Congress of the Communist Party of China proposed that "promote the focus of social governance to move down to the grassroots level,play a role in social organizations,and achieve a positive interaction between the government and social adjustment and residents' autonomy".At the same time,it also emphasizes that social organizations are an important front for the work of the party and the work of the masses,which are also an emerging area and weak link for party building work.Facing the irreversible trend of social self-organization under the new situation,the Chinese Communist Party,as the core of leadership,should make active adjustments and integrate the new social organization system into the scope of the system,incorporating it into the social sphere in a flexible embedded manner.This article sorts out the policy context and theoretical perspective of the relationship between party organizations and social organizations.Based on the analysis perspective of "party integration",this article uses Huang Shi Daye's "Party Building Leading and Vitalizing Village" as an analysis case to illustrate social organization how to innovatively participate in grassroots governance under the permeation of grassroots party organizations.In order to adapt to changes and development in the new period,Huang Shi Daye has carried out pilot construction of "Party Construction Leading and Vitality Village" on the basis of in-depth research since 2015.By highlighting party building,setting up platforms,integrating resources,and improving mechanisms to optimized the basic social governance structure.It aims to establish a social organization system with the village council as the core under the leadership of the party.Through the council to consolidate the ruling basis of the grass-roots party organizations,change the way of governance at the grassroots level,and give full scope to the pioneering spirit of the masses,so as to form "the party' s construction promotes autonomy and the party' s construction and governance",and to achieve the full development of the village.However,in the actual operation process,there exist conflicts of subject governance ideas,imbalances in the structure of autonomous organizations,lack of public awareness,suspension of organizational mechanisms,and inadequate supply of governance resources.Therefore,it is necessary to continuously improve and optimize.The article specifically reviews the policy framework of the relationship between party organizations and social organizations,and evokes the new requirements for the development of social organizations at the grassroots level in the new era.In the analysis of Daye,we clearly defined the practical logic,initial effectiveness,and operational limits of grassroots governance under the effective participation of party organizations,and provided references for the participation of social organizations in grassroots governance in the new era.
