Research On The Integration Of Grass-roots Party Organizations

The construction of the basic-level party organization has always been a major issue which both the party and government are facing.The 18 th CPC National Congress has upgraded building basic-level service-oriented party to the specific goal of party building;the 19 th CPC National Congress put forward that the party should shift the focus of social governance to the basic level and enhance the organizational strength as the key point of the construction,both of which indicates that further innovation of party building at the basic-level is imminent.This article collates and comments on the relevant contents of the integrated serviceoriented basic-level party building.From the two aspects of the meaning and characteristics,this paper also expounds the connotation of this type of party building.In the new period,the construction work of basic-level party building is facing new challenges and it is necessary to achieve the goal of building service-oriented party in a reasonable and scientific way.Meanwhile,through combing the thought of Marx and Engels,Lenin,the thought of the four generation of the Communist Party of China on basic-level party building,and the enrichment and development of the basic-level party building theory after the 18 th CPC National Congress,this paper carries out the basic theoretical research.In recent years,the practice shows that it is feasible to take the integrated service-oriented party building as the basic-level party building's goal,and the requirements of shifting the focus and making service first are more suitable for the basic-level party building at the present stage.Also,this article summed up the operation mechanism of integrated service-oriented party organization starting from the ideal model and construction of function.From the macroscopic aspects,there are a series of standards in the Party Central Committee,but different regions and times have their unique situation,and at present there is a certain gap between the problems reflected and the ideal situation.Through the on-site investigation and the basic situation of the party building in Hongqi Community,it is found that the community is at present in the state of the majority of the foreign population,‘Village-toCommunity' and existing old urban villages,which has certain representativeness.Based on indepth interviews,this paper analyzes the internal and external environment of the integrated party building of this community.And based on the questionnaire survey and SPSS analysis,it can be summarized that the effectiveness of the Party Construction in Hongqi community embodies in economic and cultural construction,people's livelihood and ecological construction,and the demonstration and construction of clean and honest government.But at the same time,the community has some difficulties in party building,such as the lack of service ability of the party organization,poor service awareness,inadequate leading role and distant close relationship with the masses.These problems are more prominent in the present process of building basic-level party organizations.By explaining the advantages of changing from mobilization party organization to service-oriented party organization,learning from the embedded party organization and the avant-garde party organization,and becoming an integrated service-oriented party organization,it proves the inevitable trend of building such an organization.Meanwhile,through comparing with the ideal construction of basic-level party,this article put forward the overall ideas and requirements of integrated basic-level party building and proposes specific solution to the problem of Hongqi community's basic-level party building: promoting the restructuring based on the core of party organization's staff,taking the party organization environment as a turning point to stimulate the whole innovation vitality,promoting the reconstruction of organization function using the guide of gird thinking,taking the party organization image as the key point in order to enhance the sense of belonging of the masses,and bridging the communication between the party and the group with diversity interaction.
