Research On The Counter-terrorism Cooperation Between China And Turkey

At present,China has achieved significant staged victory in the fight against terrorism.By adopting diversified and three-dimensional comprehensive management methods,the “East Turkistan” terrorist forces have basically lost their living space in China,and the counter-terrorism situation has fundamentally changed.There has been no terrorist attacks for more than four years in China's Xinjiang region,which has the highest risk of terrorism,and the national security and stability as well as the safety of people's lives and property have been effectively guaranteed.However,some terrorist forces of the “East Turkistan” are still carrying out terrorist activities abroad,and affected by multiple factors,Turkey has become the base camp and refuge center for the “East Turkistan” terrorist forces abroad.The “East Turkistan” terrorist forces instigate antiChina public opinion,mobilize resources for development,scale up the size of organization,implement centralized training for terrorist and remote command to carry out terrorist attacks in Turkey.The “East Turkistan” terrorist forces have long been entrenched in Turkey,so that it's impossible for China to eradicate this “cancer” from the source.Therefore,advancing and deepening counter-terrorism cooperation with Turkey is of great significance to China's further fight against terrorism,counter the “East Turkistan” terrorist forces,and safeguard national sovereignty,security and stability.The counter-terrorism cooperation between China and Turkey has been launched for many years to limit the activities and development of the “East Turkistan” terrorist forces in Turkey,but the results were poor and there is a lack of substantive progress,so it is urgent to make breakthroughs in multiple key links.In recent years,as the relationship between China and Turkey has been improved,political mutual trust has been strengthened,exchanges and cooperation in various fields have been expanded,and the consensus on combating the “East Turkistan” terrorist forces and promoting counterterrorism cooperation between the two countries has also been gradually deepened.Therefore,the counter-terrorism cooperation between China and Turkey faces great opportunities.In this context,on the basis of discussing the historical evolution and development characteristics of the counter-terrorism cooperation between China and Turkey,this study deeply analyzes the strategic value,internal and external environment and restrictive factors of the counter-terrorism cooperation between China and Turkey,and puts forward specific countermeasures to promote and deepen the counter-terrorism cooperation between China and Turkey.This study consists of six chapters.The first chapter is the introduction,including the research background,research significance,research review,research methods,correlation theories,research framework and so on of the counter-terrorism cooperation between China and Turkey.The second chapter is the evolution and development of the counter-terrorism cooperation between China and Turkey.It reviews in detail the historical evolution,which has gone through the origin stage,the exploration stage,the development stage and the in-depth stage.And it summarizes the development characteristics of the counter-terrorism cooperation between China and Turkey,which mainly include the phased process,the repetitive position,the complicated cooperation,and the long-term objectives.The third chapter is the strategic value of the counterterrorism cooperation between China and Turkey,which deeply analyzes the significance of the counter-terrorism cooperation for China and Turkey as well as to maintain regional and global security and stability.The fourth chapter is the internal and external environment for the counter-terrorism cooperation between China and Turkey,which objectively analyzes the feasibility of advancing the counter-terrorism cooperation.The fifth chapter is the restrictive factors of the counter-terrorism cooperation between China and Turkey,mainly including the development of terrorism factors such as the “Islamic State” and the “East Turkistan”,mutual benefit factors such as lack of complementary needs for counter-terrorism cooperation,different objectives of counter-terrorism cooperation,uncertainty and inconsistency counter-terrorism standards,and international forces factors such as the attitude of the United States and EU countries towards the“East Turkistan” terrorist forces.The sixth chapter is about the advancement and deepening of the counter-terrorism cooperation between China and Turkey,and it proposes feasible and practical counter-measures,including cementing the consensus on counter-terrorism cooperation to consolidate the foundation of counter-terrorism cooperation between China and Turkey;improving the mechanism of counter-terrorism cooperation to enhance the efficiency of counter-terrorism cooperation between China and Turkey;optimize key links of counter-terrorism cooperation to broadening the scope of counter-terrorism cooperation between China and Turkey;accelerating comprehensive cooperation to make a breakthrough development of China and Turkey relations.
