With the globalization of the world economy,the acceleration of regional economic integration,and the drive of international division of labor,subregional cooperation has flourished,and the theory of subregional cooperation has also become a new crossover direction and new research hotspot in the fields of geography,politics and economics.The establishment of a community with a shared future for mankind and the “Belt and Road”initiative have made strengthening sub-regional cooperation a strategic choice for China to further expand its opening up.The Greater Mekong Sub-regional Economic Cooperation Mechanism(GMS)led by the Asian Development Bank,after years of development,has approached "Pareto Optimal";from economic and trade,infrastructure level,energy security,non-traditional security,ethnic From the perspective of cooperation in areas such as unity,science,education,culture,and health,it is mismatched with the needs of the main players in the Lancang-Mekong subregion,and is approaching a "Nash equilibrium" of non-cooperative games.The level,scope,scale and level of sub-regional cooperation urgently need to be improved.The Lancang-Mekong Cooperation(LMC)mechanism initiated by China can be regarded as an upgraded version of sub-regional cooperation.Since its establishment,the Lancang-Mekong cooperation has progressed well and achieved remarkable results.As a brand-new cooperation mechanism,it has played a positive role and exerted a profound influence in the exemplary leadership of a community with a shared future for mankind,in shaping a good international image of China and promoting diplomacy with neighboring countries.As a hotspot of world politics and economy,the Lancang-Mekong sub-region is inevitably affected and impacted by "major changes unseen in a century." In the process of sub-regional cooperation,due to geographical importance,complex ethnic and religious,disparity in national strength,prevalence of populism,differences in development concepts,deep poverty,and the influence of great power games,the countries in the sub-region have increased their interactive activities and increased their degree.Obtaining the benefits of Lancang-Mekong cooperation;on the one hand,they actively or passively make different decisions based on various considerations,which to a certain extent restricts the development process of sub-regional cooperation.In the process of my country's participation in the Lancang-Mekong subregional cooperation process,in addition to national leadership and support,local governments also play an indispensable role.For example,Yunnan Province,which is located at the junction of China and South Asia and Southeast Asia,is close to the countries in the basin,has a long history of border trade cooperation,and has seamless interconnection.It has inherent geographical advantages;and as a sub-national actor,it has achieved high Quality has developed by leaps and bounds.Yunnan takes the initiative to integrate and actively participate in the Lancang-Mekong cooperation,and is committed to achieving "building a radial center for South Asia and Southeast Asia" and the forefront of China's new round of opening up.It has a high enthusiasm and initiative to participate in sub-regional cooperation.In view of the fact that the integration of sub-state actors into the governance of sub-regional intergovernmental relations has practical significance and positive externality effects for promoting this regional cooperation,through sub-government intergovernmental cooperation and governance of intergovernmental relations,not only can the function of the state main body be insufficient or the mechanism is not smooth.The problem is that it can also realize the development interests of local governments,activate endogenous power,and rely on external forces to adhere to key driving and overall advancement.It has a positive and far-reaching impact on expanding the development space of secondary governments and promoting the development of sub-regional cooperation.The thesis takes the Lancang-Mekong cooperation as the research background,focuses on the research theme of the governance of intergovernmental relations in the sub-regional cooperation process,takes the path of Yunnan Province ' s participation in the Lancang-Mekong cooperation as the empirical content,and draws on the theory of sub-regional cooperation,the governance of intergovernmental relations,Regional labor division theory,geo-economic externality theory and evolutionary game theory,etc.,using literature research methods,comparative research methods,hypothesis analysis methods,factor model construction methods,evolutionary game analysis and other methods to analyze the external environment of the Lancang-Mekong cooperation(human The construction of a community of shared destiny,the increasingly fierce strategic game between major powers,the need for reform and development of the global governance system,the interweaving of traditional security and non-traditional security risks),the reality of the subregion(diplomatic orientation chooses sides to drive stability,development gradients force cooperation to drive strength,Economic and trade cooperation is broadened in multiple areas,and the formulation of geostrategic convergence),from the three dimensions of micro-mechanism,meso-regional and macro-policies,analyzes the characteristics of micro-subjects' interest decision-making,game process and driving mechanism,and clarifies the interests of sub-regional subjects And decision-making characteristics,constructed a micro-mechanism analysis framework for the governance driving mechanism of intergovernmental relations in subregional cooperation—(APT-R)factor model,and conducted simulation and verification of multi-situational intergovernmental cooperation relations,and compared and analyzed the three types The evolution process and mechanism operation effects of intergovernmental relations under strategic disturbance,reveal the driving mechanism and realization process of intergovernmental cooperation,and reveal the driving factors from three aspects of intergovernmental relations,the interest commitment of the strategic disturber and the interest appeal of the strategic follower.And the driving process shows that the multi-agent,multi-field,multi-level cooperation framework is the unique advantage of the Lancang-Mekong mechanism,thereby further enriching and perfecting the framework and methodology of sub-regional cooperation research.Provide theoretical support for multi-subjective consultation,multi-interest orientation,and multi-level cooperation in intergovernmental governance in sub-regional cooperation.This article focuses on practical hot issues such as economic globalization,regional economic integration,China's “One Belt,One Road” initiative,and Yunnan's “building of a radial center in South Asia and Southeast Asia”.It takes the new trend of the regional economic division of labor in the sub-region and changes in the interests of subjects at different stages as clues.By analyzing and expounding the effectiveness of the Greater Mekong Sub-regional economic cooperation and the degree of compatibility of interests;the effectiveness of the Lancang-Mekong cooperation and the degree of compatibility of interests;the necessity and path selection of Yunnan's integration into the Lancang-Mekong cooperation mechanism,the following points are put forward: First,anti-globalization and Southeast Asian finance Under the influence of the crisis,the development demands of the Mekong countries have shifted from an export-oriented economy to multi-field cooperation and win-win;second,the Lancang-Mekong cooperation mechanism meets this change in inter-governmental cooperation needs,emphasizing multilateral networked cooperation,multi-field joint construction and sharing,and destiny Community and other cooperation concepts and mechanisms are higher versions of sub-regional cooperation;third,China,as a major country,will inevitably face resistance from geopolitical games in the promotion of Lancang-Mekong cooperation,and Yunnan has the innate ability to eliminate cooperation resistance in terms of location,culture,and foundation.Therefore,it is concluded that “the Changlan-Mekong mechanism must first strengthen the function of Yunnan ”,and it also proposes path design and countermeasures to strengthen Yunnan's function as a South Asia and Southeast Asia radiation center.At the practical application level,an empirical analysis of the "Golden Four Corners" intergovernmental cooperation cases is proposed,and the implementation of the "Golden Four Corners" intergovernmental cooperation will help transform the "problem area" of intergovernmental relations into a "experimental area" of intergovernmental cooperation.For Yunnan Province to give full play to its location advantages and strengthen the function of the radiation center of South Asia and Southeast Asia,it has proposed path design and countermeasures.It has a certain reference for Yunnan Province to give full play to its subjective initiative and promote the country to promote the process of Lancang-Mekong cooperation in accordance with local conditions.The innovations of the thesis in terms of theoretical analysis framework,research perspective expansion,and model mechanism construction are as follows.The first is to incorporate the practical issue of Yunnan's integration into the Lancang-Mekong cooperation into the framework for analysis,and establish an evolutionary game model for sub-regional cooperation,and compare and analyze the evolutionary game process under the two scenarios of the Greater Mekong Sub-regional Economic Cooperation Mechanism and the Lancang-Mekong Cooperation Mechanism.In conjunction with the cooperation driving mechanism,it simulates the evolution of the three scenarios of Greater Mekong Subregional Economic Cooperation,Lancang-Mekong Cooperation,and Yunnan ' s integration into Lancang-Mekong cooperation.From the micro-level demonstration of the driving mechanism and scenario simulation,it is concluded that “the Chang Lan-Mekong mechanism must first strengthen Yunnan."Function","Multi-sub-regional intergovernmental governance needs multi-subject consultation,multi-interest orientation,and multi-level cooperation".The second is to incorporate the governance of intergovernmental relations into the research of sub-regional cooperation,which is an expansion of the perspective of sub-regional cooperation research.Constructing an analytical framework for the governance of sub-regional intergovernmental relations has enriched and expanded the research on sub-government cooperation within traditional countries.The historical process of Yunnan's participation in regional cooperation in the Mekong River Basin,the bottlenecks and the countermeasures to strengthen the radiation function are sorted out,and the feasibility of the research framework of sub-regional intergovernmental relations and the path for Yunnan to develop sub-governmental intergovernmental cooperation are explored in order to expand the path of Yunnan's participation.,To strengthen the radiation function of Yunnan and provide countermeasures and scientific mechanism support.The third is to construct the APT-R factor model.Through analysis of evolution,the role of "Yunnan function" in the construction of a community of shared future between China and the Mekong River Basin countries is strengthened.The establishment of a policy framework for strengthening the empowerment of Yunnan ' s radiation functions,expansion paths,and areas of participation.Aiming at the supply and demand contradiction between the needs of the country to promote the "community of destiny" and the shortcomings of Yunnan ' s functions,five areas for expanding Yunnan ' s participation path and strengthening Yunnan are proposed.The five-point proposal for functions is to give full play to Yunnan's location advantages and open functions,serve the “Belt and Road” and the construction of a community with a shared future for mankind,and enable Yunnan Province to better integrate into the new domestic and international dual-cycle pattern.
