At the same time, the beginning of this century is also a key period for the minorities of our country in border areas developing economy, society, environment conservation, and so on. The Lantsang-Mekong Sub-region located in the southwest border areas of our country is not only abundant in resources, but also its exploitation can boom the economy of border areas, reduce the economic differences between eastern and west areas, and realize the stabilization of border areas. However, we forfeited a great deal of value when we had pursuited the finite economic behalf. So we must regard the strategy of sustainable development as the guidance thinking, acquaint fully the entironment characteristics of this region, maintain the integrity of structure and continuity of circulation of ecosystem in this region, constitute the essential laws and codes, impel to explore, utilize, manage and conserve the natural and biologic resources, and persist in the development of harmony about economy,society and zoology benefit in course of the exploitation of a Lantsang-Mekong Sub-region.This thesis expatiates briefly the concept and action of Sub-regions and the basic principles of bionomics, and indicates that zoology conservation has important influence on the construction of our economy, society and environment. Then the author analyses the actuality of entironment conservation of the Lantsang-Mekong Sub-region and we have liabilities to conserve it because it is not only abundant in natural resources, manifold wild propagation, but also the marsh supplies important life source for coastwise and ambient residents. Moreover,the questiones of utilizing water resource and conservingentironment of it are becoming one of world focuses, China is of important status in conserving the entironment of a Lantsang-Mekong Sub-region. The author also points out the main factors that having an effect on the entironment of a Lantsang-Mekong Sub-region, such as the constructing of water and electricity, ship, mine, tour, and etc. He devises some thought about entironment legal system construct from many aspects and concludes that current measures are not strong duing to the distemperedness of legislation on the zoology and environment conservation in succession. The author brings forward the suggestions and demands of his own grounded upon studying the foreign and domestic lex on the zoology and environment conservation in comparative methods at last.
