Private enterprises play a significant part in the vitality and resilience of China's market economy,and are a main force to rescue and stimulate market vitality.To promote the high-quality development of private economy,the importance of doing business is self-evident,"doing business is productivity".As a result of public governance,doing business is a kind of special public good with both material and institutional forms,which belongs to the category of public service and is also an important starting point for the construction of "service-oriented" government." The people has the final say on the quality of government' s service".The level of the doing business construction is reflected by the satisfaction of the private entrepreneurs to doing business to a certain extentHowever,satisfaction is a complex construct.The existing theoretical literature and practical experience show that the factors affecting public service satisfaction are complex,and the correlation between the objective performance of public service and the satisfaction of public service is still a controversial issue in the academic circle Whether there is a correlation between the objective performance of doing business and the satisfaction of private entrepreneurs' doing business is also inconclusive.In addition,most academic and practical researches on doing business focus on the discrimination of concepts,the construction of evaluation index system and the optimization path,while few on doing business satisfaction.Only a few literatures cover doing business evaluation index system,while lacking systematic review on the influencing factors and mechanism of doing business satisfactionTherefore,based on the theoretical reference and empirical facts,this study describes and explains the influencing factors and mechanism of doing business satisfaction from the perception of private entrepreneurs in Zhejiang Province.This study focuses on the definition doing business satisfaction,factors of affecting the satisfaction of doing business and how do these factors affect satisfaction.The main research line is "literature review-model construction-empirical analysis-verification path thinking".The demonstration process is divided into two parts grounded theoretical analysis and empirical analysis.First of all,based on grounded theory and technology,this paper systematically codes the theoretical literature and experience clues,analyzes the connotation and extension of the concept of "doing business satisfaction",extracts the factors that may affect doing business satisfaction,and constructs a theoretical model;secondly,it tests the theoretical model and the hypothesis through empirical analysis.Finally,based on the research conclusion and the practice of optimizing the doing business reform in Zhejiang province,this paper puts forward the path thinking of improving the doing business satisfaction of private entrepreneurs in Zhejiang provinceThe results show that:(1)Doing business satisfaction is an objective measure of the psychological state of private entrepreneurs compared with their actual perception and expectation of government environment,market environment,policy environment and legal environment.(2)The factors influencing the satisfaction of doing business include the perceived standard quality of doing business,the perceived functional quality of doing business,the perceived value of doing business and the credibility of local government Specifically,the perceived quality of doing business norms include four dimensions:professionalism,fairness,transparency,and public welfare;the perceived quality of doing business functions include five dimensions:tangibility,reliability,timeliness,convenience,and technicality;the perceived value of doing business includes two dimensions:given quality evaluation price and given price evaluation quality;the credibility of local government includes five dimensions:legal administration,degree of democratization,image of administrative personnel and government integrity.(3)Perceived doing business standard quality and perceived doing business function quality are important antecedents influencing doing business satisfaction,which have significant positive impact on doing business satisfaction;perceived doing business value plays a partial mediating role in "perceived doing business standard quality/perceived doing business function quality?perceived doing business value?doing business satisfaction".In the path,the perceived doing business value accounted for nearly 40%of the mediating effect;the credibility of local government played a significant regulatory role.In the path of "perceived doing business standard quality/perceived doing business function quality/perceived doing business value?doing business satisfaction",the credibility of local government played a significant "inverted U" regulatory roleBased on the above research findings,this paper may make contributions in the following aspects:(1)from the perspective of behavioral public management,this paper makes a micro description of the psychological experience such as the influencing factors and mechanism of doing business satisfaction,so as to fill the academic gap of existing research,and strengthen the dialogue between public management and psychology.(2)This paper examines the applicability of part of the framework of the classic customer satisfaction model in the field of doing business,restates and verifies the important role of perceived value in doing business satisfaction,and provides a new perspective for exploring the mechanism of local government credibility in the formation of public satisfaction.(3)Based on grounded theory and related theoretical gist,and referring to SERVQUAL and SERVPERF evaluation model,this paper innovatively constructs the connotation dimension of perceived doing business quality(4)Following the mixed research paradigm of qualitative research and quantitative research,it complements the existing research methods on the influencing factors and mechanism of satisfaction,and effectively ensures the internal validity and external validity of the research conclusions.
