Public Innovation And Entrepreneurship Governance:Study On System Construction?Current Situation Analysis And Evaluation

In recent years,Public entrepreneurship and innovation has become the high-frequency word and new engine of China's economic development.Since 2014,the CPC Central Committee and the State Council have attached great importance to "mass entrepreneurship and innovation" and issued a series of mass-creation policies,which make the mass-creation ecology continue to optimize,the concept of mass-creation keep pace with the times,and the efficiency of mass-creation has been significantly improved.Put aside the veil of public economic creation,new pain points of social governance emerge,new things are experiencing development pains,behind the surface prosperity,there are also hidden risks,which pose a potential threat to the development of public innovation and entrepreneurship.Based on the characteristics of the times,this paper takes the governance system of public innovation and entrepreneurship as the research object,and interprets the conceptual characteristics,philosophical value and theoretical basis of public innovation and entrepreneurship governance in detail,and through bibliometric analysis,deeply analyses the knowledge map and the evolution of the research of public innovation and entrepreneurship governance,and establishes the theoretical framework of public innovation and entrepreneurship governance by using grounded theory.According to the theoretical framework of public innovation governance,this paper empirically analyses the text of public innovation governance policy tools in China from the macro perspective using content analysis method,and uses DEA model to empirically measure the implementation efficiency of public innovation policy in China,so as to empirically analyze the current situation of public innovation policy in China based on the two levels of public innovation policy formulation and implementation,and comprehensively grasp the direction and strategy of public innovation governance reform.From the micro point of view,taking the enterprises registered in Tianjin as samples,this paper uses the path analysis method to put forward the hypothesis of influencing factors of crowdsourcing governance,reveals the causal network among influencing factors of crowdsourcing governance,and uses the structural equation model to empirically analyze the rationality of the hypothesis of path relationship of crowdsourcing governance,so as to verify the mechanism of crowdsourcing governance and put forward the hypothesis of crowdsourcing governance.Create a governance analysis framework.At the same time,the AHP-DEA model is used to measure and analyze the analysis framework of public innovation and entrepreneurship governance,and the hierarchical structure of public innovation and entrepreneurship governance system is established to fully verify the scientificity and rationality of public innovation and entrepreneurship governance analysis framework.Finally,based on the empirical analysis results of the evaluation of governance policies,variables and indicators,this paper systematically summarizes the conclusions of the research on the construction of governance system,and puts forward some governance strategies,such as grasping the "public" point,aiming at the "creation" needs,and "inclusive" governance,in order to provide effective countermeasures and suggestions for the further development of innovation of the public entrepreneurship.The main innovations of this paper are as follows: Firstly,we should accurately grasp the dynamics of the theory of crowdsourcing governance,and use bibliometric mining to sort out the main crowdsourcing literature at home and abroad in the past20 years.Secondly,we should systematically construct the theoretical model of crowdsourcing governance,and use the theory of three-dimensional governance to understand crowdsourcing governance from the perspective of crowdsourcing governance concept,crowdsourcing governance structure and crowdsourcing governance technology.Thirdly,we should scientifically construct the evaluation system of public innovation governance,and introduce political and ecological factors into the design of the system evaluation system.We should clearly highlight the policy of public innovation governance.Fourthly,emphasizing the empirical analysis of crowdsourcing governance,from two dimensions of macro-policy tools and micro-influencing factors,empirically pioneering the current situation and evaluation research of crowdsourcing governance.
