A Research On The Elderly Social Welfare Policy In Taiwan

Taiwan's aging society has been caused by declining birthrate and prolonged life expectancy of the people.The needs of elderly in Taiwan for health care,economic security,education and leisure,psychological and social adaptation are also increasing in the changes in social structure.Because “family care function is weakened”,“the system of social welfare institutions is not perfect”,“social welfare facilities and social workers are generally inadequate”,and “the number of disabled elderly and the government's financial load is heavy”,Taiwan authorities provide and satisfy the happiness of citizen and construction,development and provision of high-quality old-age social welfare policies is an important issue which Taiwan authorities need to face.It is necessary to review Taiwan's old-age welfare policy and propose various kinds of goals for elderly in Taiwan to be safe and supportive.The appropriate countermeasures are to clarify Taiwanese old-age welfare policy that can be applied for a long time in accordance with limited resources of government and physical and psychological needs of elderly in Taiwan.The goal of this study is to analyze Taiwan's old-age welfare policy.To achieve this goal,this study first introduces "Maslow's Hierarchy of Needs Theory","Keynesian Social Care Theory","Welfare Diversification Theory" and "New Public Service Theory" is used as a theoretical basis,and then we introduces the development process of Taiwan's elderly welfare policy and related care policies and laws.In order to deal with basic physical and psychological needs of Taiwan's elderly people's economic security,education,entertainment,health etc..This study constructs "Taiwan's old-age welfare social insurance investment willingness model”,"Taiwan's elderly leisure willingness model","Taiwan's elderly education willingness model" and "Taiwan's elderly sports health willingness model" to analyze factors affecting Taiwanese people's investment in old-age welfare social insurance investment willingness and analyze the factors affecting the elderly in Taiwan for leisure activities,educational activities and sports activities and develop countermeasures based on the research results.In addition,this study also proposes various improvement programs for Taiwan's existing social welfare policies.The research methods used in this study are reliability analysis and regression analysis.Research result finds that "people's disposable income" and "perceived value and perceived risk of social insurance will affect the willingness of people to insure social welfare insurance to build their own elderly economic safety net."Physical healthof the elderly","low cost" and the "fun" of educational activities and leisure activities is a key factor in the educational activities and leisure activities of the elderly in Taiwan.Physical health status,sports social effects,sports health promotion effects and support of others in Taiwan will positively affect the willingness of Taiwanese elderly to engage in sports and health activities.Based on this,this study also put forward many policies to increase the motivation of the elderly to participate in various social activities.The innovation of this research is that most of literaturesdiscussed about power ofgovernment to explore how to improvewelfare ofelderlyin the past research.This study explores howgovernment should enhance the motivation of Taiwanese young and elder citizen,so that the Taiwanese young citizen can spontaneously store their old-age insurance and elder citizen will like to executeleisure,education,and sports activities to promote their own welfare and health.This topic is rarely researched in the past literatures.The development of Taiwanese pension service system has achieved the following results: Taiwan authorities have designed the elderly with three major planning planes:economic security,health maintenance and life care.The Taiwan authorities promote relevant measures for economic security,education and leisure,and health care for the elderly;The government notes that most elderly people want to live with their loved ones,so it gradually promote community care systems;The study believes that Taiwan authorities are improving welfare policy for the elderly.The proposed new measures include proposing a “house-to-house pension policy”,starting a “service time bank”,constructing a “long-term care network for the community”,and planning and promoting“long-term care insurance”,improve the management of the elderly.
