| The cultivation of citizens’ concept of rule of law is an important part of ideological and political education.The CPC Central Committee has clearly pointed out in the Fourth Five-year Law popularizing that "legal education and ideological and moral education should be closely combined".Since 1987,the course called "Legal Basis" has been included as one of the ideological education courses in colleges and universities.In 2014,legal education has been further incorporated into the national education system and legal knowledge courses have been set up in primary and secondary schools.So far,the publicity and education of the law has entered the beginning year of the Eighth Five-Year Plan.However,in the current practice of the rule of law,citizens’ awareness of respecting the law,believing the law,abiding by the law and using the law is still need strengthening,and the rate of juvenile delinquency is on the rise,indicating that the cultivation of citizens’ concept of the rule of law still needs to be further deepened and improved.China’s social transformation is a transformation from an ancient country with a time-honored civilization and tradition of 5,000 years to a modern society,a transformation of profound changes in state governance,and a transformation of all-round construction of socialist modernization.In the traditional agricultural society,the rule of law is only in an auxiliary position,and the construction of the rule of law culture is relatively neglected.In the process of transformation to the modern society,the authority of the rule of law has not been truly established,and many citizens still hold the concept of human feelings over the rule of law.It is necessary to think and study seriously the cultivation of the concept of rule of law in the period of social transformation,combining with the historical origin and the current situation.This article carries on the systematic elaboration through five parts.The first part of the article defines the concept of rule of law.By combing the existing research results,the concept of the rule of law is defined.It also introduces the subject,object,content and environmental elements involved in the cultivation of the concept of rule of law to frame the research scope for the follow-up discussion.The second part explains the theoretical basis of the cultivation of the concept of rule of law.Through combing the interpretation of the cultivation of the concept of rule of law by Marxist classical writers and Chinese Communists,the basic principles of the cultivation of the concept of rule of law by citizens are explained.The third part combs the historical origin of the cultivation of the concept of rule of law and summarizes its practical principle.The traditional society is governed by man,in which the rule of law is only a supplement and guarantee.In the process of transformation,the historical development has proved that only combining Marxism with China’s actual conditions reality and cultivating the concept of socialist rule of law with Chinese characteristics is the correct path.The fourth part analyzes the current situation and contributing factors of the cultivation of Chinese citizens’ concept of rule of law.Through the analysis of the current situation of Chinese citizens’ concept of rule of law and the cultivation of the concept of rule of law in the transition period,the crux of the cultivation of the concept of rule of law is revealed,and then the influencing factors are discussed and analyzed.The fifth part summarized the path of how to nurture the concept of the cultivation.Only by strengthening the leadership of the Communist Party of China and cultivating the concept of the rule of law based on the great practice of socialism with Chinese characteristics can we cultivate the value pursuit of the concept of the rule of law in China.On this basis,the cultivation method should be improved,the scientific classification should be made,the pertinence and effectiveness should be enhanced,and the system should be guaranteed and the policy should be supervised. |
