To respect for the individual moral freedom rights and to set moral educational moral standards is the legitimate pursuit of moral education. Promoting individual socialization is for the sake of maintaining social stability and accelerating social development, which is the effective pursuit of moral education. Human are the creator of morality and the important objective of morality, so seeking the legitimacy to respect for the individual moral freedom rights should become an important pursuit of moral education. Although a nation is the collection of individuals, it doesn't assemble individuals simply. Once it is formed, it will have own unique demands. The moral education that neglects the national aspirations is very easy to collapse the community values that support the unity, so the effective pursuit of promoting individual socialization should also be an important pursuit of moral education. Once it is formed, it will have own unique demands. The moral education that neglects the national aspirations is very easy to collapse the community values that support the unity, so the effective pursuit of promoting individual socialization should be an important goal of moral education. There are many contradictions and conflicts between the legitimate pursuit based on the individual and the effective pursuit based on the social reality. Only on the basis of the fundamental power, it is possible to digestion these contradictions and conflicts, and strike a balance between legitimacy and effect.However, the current moral education in our country is not only illegitimate but also ineffective. To prevent the value nihilism impact and improve the effect of moral education, the country should educate citizen to make moral demands to the individuals with courage. The moral demands cannot be arbitrary; otherwise, the individual moral freedom rights would be infringed. In order to prevent arbitrariness, the mainly power of the nation should be basic rather than arbitrary in nature. If so, it is necessary to change the style of moral education administration from government to governance, and from governance to negotiated governance. The "overlapping consensus" of "overlapping consensus" is the most reasonable way of moral education administration from governance to negotiated governance.We can not demand students to obey the national moral stands that the adults reach to the consensus by means of negotiated governance. The illegitimate moral education will cause adults to make deception of the under-aged children. The negotiated moral education, not only treat the students legitimately, but also implement the State moral demands, and improve the actual effects of moral education. It is necessary that individual has the relevant qualities of negotiation in order to implement negotiation. In fact, individual does not naturally possess these qualities, so we have to carry out a kind of negotiated moral education.They are just some general moral and ethical requirements such as the qualities of negotiation and the common views through negotiations. These general moral and ethical requirements, such as the qualities of negotiation and the common views through negotiations, are the benchmarks of moral. The benchmark of moral could not help individuals solve the specific problems of personnel good life, and make individuals have a sense of settle down. We also need to emphasize on good moral education in order to help individual possesses a good life. The "moderate- perfect good moral education" is both legitimate and effective, as well as the good moral education we need. Although the good moral educational thought of Strauss School and its general education practice has a certain influence in China, it is neither legitimate nor effective. We need to treat it with caution.
