Research On The Optimization Path And Security Mechanism Of Community Home Care Service From The Perspective Of Empowerment

In accelerating the construction of a new development pattern in which the domestic big cycle is the main body and the domestic and international double cycles promote each other,how to turn the aging of our country's population into opportunities is a major problem facing the current society.Community home care is not only an important way to manage the aging of the population,but also an important format for the development of the big health industry.Therefore,focusing on the optimization path and guarantee mechanism of community home care services has important theoretical value and practical significance.Based on the enabling theory,limited government theory,welfare pluralism theory,and social design theory,this article first sorts out the relevant achievements in community home care service optimization at home and abroad,and examines the experience of foreign community home care service optimization;secondly,Based on previous research results,a theoretical analysis framework for the optimization of community home care services is constructed,the operation mechanism of community home care services optimization is systematically studied,and the enabling logic of community home care services optimization is explored;again,qualitative and quantitative analysis is used The combined method investigated the current situation and trends of community home care services in China,and identified the enabling environment for the optimization of community home care services;from the second,using typical survey and analysis methods,systematically studied the existing problems of community home care services in China And the reasons,diagnose the empowerment problem of community home care service optimization;finally,use grounded theory analysis methods to explore the empowerment path of community home care service optimization in China,and use the fuzzy set qualitative comparative analysis method to analyze the multiple paths under different path combinations.Realize the optimal combination of paths;on the basis of,combined with the theory of social design,discussed the guarantee mechanism for the optimization of community home care services in our country.The main research conclusions of this article are as follows:First,after decades of development,the optimization of community home care services has achieved initial results and has great potential.The analysis of the status quo and trend of community home care services is the premise and basis of this article.A macro study on the optimization of community home care services found that the social environment,policy environment,market environment,cultural environment and technical environment are operating well,indicating that the optimization of community home care services in my country has achieved initial results.Research on the development trend of community home care services found that the development of community home care services in China is facing a shift from expanding the scale of resource input to realizing the optimal allocation of resources,from focusing on family personal responsibilities to sharing responsibilities among multiple subjects,and from accelerating the construction of policies and systems.Pay attention to the evolutionary trend of implementation effect evaluation transformation,transformation from macro reform,transformation and upgrading to micro-reengineering fine development,and the evolutionary trend from the initial application of information technology to the deep integration of intelligent elderly care.These five-dimensional trends are exactly what we need to pay attention to in the optimization of community home elderly care services in our country.space.Second,community home care services face problems such as poor accuracy of subject and object,insufficient refinement of content,lack of rationality of resource utilization,insufficient intelligent supply,and long-term supply that still needs to be improved.To promote the optimization of community home care services,it is necessary to understand the existing problems of community home care services.Based on the analysis of the current status and trends of community home care services,combined with the structural elements of community home care services optimization,this paper randomly selects a part of the elderly 60 years of age and above in the selected communities for investigation,and through descriptive statistics and surveys of the questionnaire survey data Cross-analysis found that community home care services have poor accuracy in the subject and object,insufficient content refinement,lack of rational resource utilization,insufficient intelligent supply,and insufficient long-term supply.Third,the fundamental reason for the problems in community home care services lies in the "insufficient subjective motivation" of the subject and object and the "relative lack of objective ability".Analyzing the cause of the problem is the key to solving the problem.Studies have shown that the underlying reasons for these problems are the lack of subjective motivation and the relative lack of objective ability.In terms of the lack of subjective motivation: the government is reflected in the lack of clear responsibility boundaries and the motivation to make specific policies;community organizations are reflected in the lack of motivation to break "path dependence";social organizations are reflected in the focus on the government;enterprises are reflected in the service targets There is a contradiction between low ability to pay and the profit-seeking nature of enterprises;the family is embodied in the declining birthrate of the family structure,which has increased the pressure on the young generation to provide for the elderly;community residents are embodied in the self-interest motives are stronger than public motives;Willingness to participate.In terms of the relative lack of objective capabilities:the government is embodied in the lack of policy implementation capabilities,big data application capabilities,and government purchasing capabilities.The enterprise's ability to develop more complete application models needs to be strengthened.Community organizations are embodied in the lack of resource agglomeration capabilities,and social organizations are embodied.The project operation ability and fund raising ability are lacking,the family is reflected in the lack of professional service ability,the community residents are reflected in the main body expression ability,participation in practice ability,supervision and management ability,there is a large room for improvement,and the elderly are reflected in the rights protection ability and adaptability need to be improved..Fourth,empowerment can effectively promote the improvement of the motivation and capabilities of the subject and object of community home care services,thereby promoting the further optimization of community home care services.In order to explore the solutions to the existing problems of community home care services,this article focuses on the reasons for the lack of motivation and capacity,combines the enabling theory and the driving factors of community home care service optimization,and determines the effective endowment of community home care services through grounded theoretical research methods.The ability path includes six paths: party building empowerment,organizational empowerment,system empowerment,technology empowerment,market empowerment and self-empowerment.Through the fuzzy set qualitative comparative analysis method,the six empowerment paths are combined,and it is found that the four configuration paths can achieve the best effect of promoting the optimization of community home care services,and divide them into embedded extrapolation type,endogenous resource type and internal and external interaction Type three.Fifth,the guarantee mechanism for the optimization of community home care services covers political guarantee mechanism,economic guarantee mechanism,and technical guarantee mechanism.In order to ensure the operability and popularization of the optimized path,this paper based on the social design theory,scientifically and rationally designed the protection mechanism for the optimization of community home care services.Specifically,it is divided into political guarantee mechanism,economic guarantee mechanism and technical guarantee mechanism.Among them,the political guarantee mechanism includes the way to lead party building,the decentralization of power and the implementation of responsibilities;the economic guarantee mechanism includes financial support,market access and self-hematopoiesis;the technical guarantee mechanism includes information sharing,intelligent application and talent cultivation.way.The main innovations of this research are as follows: First,it exploratively constructed a theoretical analysis framework for the optimization of community home care services.Scientifically define the definition and connotation of community home care service optimization;analyze the operating mechanism of community home care service optimization from environmental factors,driving factors and structural elements;discuss the theory of community home care service optimization in my country based on the enabling theory logic.It provides a theoretical basis for combing the status quo and trends,exploring the problems and causes,selecting the empowerment path,and improving the guarantee mechanism.Second,in order to ensure the objectivity and indepthness of the research,the paper carried out a typical investigation and research on the case of community home care services and found that the accuracy of the subject and object identification,the refinement of the content,and the rationality of resource allocation in community home care services were found.There are still shortcomings in the intelligence of service methods and the long-term effectiveness of the evaluation system.Analyzing the above problems in combination with the actual situation,it is found that the root cause is no longer simply a mismatch between supply and demand,but the lack of subjective motivation and objective ability of the subject and object.The third is to exploratively introduce the enabling theory in the field of community home care services,which provides a theoretical basis for the research on the optimization of community home care services,so as to explore the empowerment path of the optimization of multiple types of community home care services,and through different The combination of empowerment paths improves the quality of elderly care services,and provides experience and reference for the optimization of community-based elderly care services in my country.
