Research On The Standardization Of Urban Elderly Home Care Service And Optimized Path

With the silver wave of aging society,Pension demand presents a wide range of characteristics,which put forward new requirements to China's pension industry management and service level.At the same time,elderly home care is the most common pension model in China,the field of standardization is also the general trend.The standardization of elderly home care services is not only a public service tool innovation,but also a major social governance innovation.In the practical level,the foreign is earlier than the domestic,the city is earlier than the rural areas,so the urban home care service standardization construction has a promote significance for the whole country.In order to understand the concrete practice of urban home pension standardization,this paper chooses the typical pilot of Shangcheng District in Hangzhou as the research object,and uses the research method of field investigation and case analysis to analyze the problem and optimized path.At the theoretical level,based on the theory of total quality management,the new public service theory and the bench-marking management theory,it clearly defines the related concepts.At the practical level,the paper summarizes the main characteristics of typical practice at home and abroad,and constructs the case analysis framework including the static dimension-the standard system of elderly home care service and the dynamic dimension-the standardization process of elderly home care service,which carry out all-round three-dimensional elaboration.The study found that,first of all,as to the urban standard system of elderly home care of Shangcheng district,from the vertical perspective,the government and society promote the "pan-standard system" systematically promulgated by various levels of government Consists of the relevant laws and regulations,policy planning,standards.it also called "formal standards".Moreover,the "informal standards" are developed by social organizations,it consists of their own service standards,service guides and other constitutes.From the horizontal view,it covers the service basic standards,service management standards and service security standards.Secondly,the standardization process of elderly home care service follows the "PDCA cycle" of the total quality management theory,including the pre-research and standard-setting period of the elderly demand-oriented,the standard implementation phase with the political and social interaction under the synergies as the core,the service quality evaluation and improvement phase with the comprehensive assessment,as well as the standard revision phase following the principle of sustainable improvement.Based on these,there are a series of problems in the standardization of the construction of the standard system,the standardization process and the service organization itself.In this paper,the author puts forward the optimized path of standardization construction of urban elderly home care service in our country from the following aspects:Strengthening the system construction,optimizing the system of standard structure.And gradually promoting the standardization of pilot,co-ordinating regional development.Clearing the responsibilities of government and market,standardizing the market order of the old-age service.Cultivating professional personnel,building long-term incentive mechanism.Innovating home care service content,helping accurately the"standardization plus".To achieve government,market,social synergies.
