| Property service enterprises have been encouraged to participate in urban community home care services for several years,but only a few well-known property service enterprises in China have made effective attempts.This paper adopts the field research method,takes Guilin city as the research location,takes the property service enterprises as the research object,and takes the property managers and community workers as the interview object.The data are collected through the interview method and observation method,and the qualitative analysis is made on the sorted date.Based on the theory of welfare pluralism,this paper explores the current situation,practical difficulties and causes of real estate service enterprises’ participation in urban community home care services,and provides the relevant path optimization strategy for breaking through practical difficulties and improving participation enthusiasm.The research finds that: in the community home care service model with multiple participants,the property service enterprises as the main body of the market have certain participation advantages and feasibility,but the overall participation degree is low,participation enthusiasm is not high.The scope of elderly care service implementation is relatively narrow,the service content is simple and basic.Real estate service enterprises are facing more prominent practical difficulties,the reasons are more complex and diverse.There are not only technical reasons for insufficient endowment resources,but also institutional factors such as fuzzy boundary of endowment responsibility and lack of supporting policies.There are also individual differences in pension cultural values,conflicts of interest among participants,and conflicting values between enterprise’s pursuit of profit and government’s pursuit of pension benefits.These factors lead to the difficulty of property service enterprises’ participation.Therefore,the author suggests that the government take the lead in pilot promotion and publicity,increase the support for talents,capital and land,and improve the pricing mechanism,price compensation mechanism and pension service supervision mechanism and compensations shall be made for the sharing of property pension responsibilities.Property service enterprises should unite to improve service capacity,introduce social workers to ease conflicts with owners,reposition their identities,provide reasonably priced and paid endowment services,and identify the object of service supply;Community to assist property service enterprises to promote the implementation of elderly care services,publicity of property participation in urban community home care service concept and contribution.The path optimization strategy is proposed from three aspects: government support,participation of property service enterprises and community promotion,so as to improve the enthusiasm and participation of property service enterprises in urban community home care service,and promote the construction and improvement of urban community home care service system with multi-subject participation. |
