Research On The Construction Of The Evaluation System Of The Ideological And Political Literacy For Leading Cadres Of CPC In The New Era

The ideological and political quality for leading cadres of CPC carries the party spirit quality,political moral quality,theoretical quality and style quality.The ideological and political quality of leading cadres and cultivation of ideological morality at all levels determine the party's leadership level and governance capability,which is vital to the success or failure of the party and the national cause.How to improve the ideological and political quality and moral cultivation level for leading cadres at all levels is a major concern of CPC in various historical periods.In recent years,especially since the beginning of the new era of socialism with Chinese characteristics,with the increasingly prominent ideological and political problems in ideals and beliefs,political determination,political self-discipline and so on,the Party Central Committee has paid more and more attention to the cultivation for leading cadres of CPC,and launched a series of measures to promote party construction.General Secretary XI Jinping has made a series of speeches on the cultivation for leading cadres of CPC since the Eighteenth National Congress of the CPC on important occasions,and the party and government offices at all levels have carried out corresponding work accordingly.However,on the whole,the ideological and political problems for leading cadres of CPC are still prominent and very serious.One of the main reasons is that there is no operational ideological and political literacy assessment system for leading cadres of CPC,which naturally lacks relevance and effectiveness on the use of assessment results.And the index system of ideological and political literacy for leading cadres of CPC in the evaluation system has not been scientifically constructed is a further reason.In this article,we will study the construction of the index system in the ideological and political literacy evaluation system for leading cadres of CPC,and base on this point,we initially put forward the framework idea of the ideological and political literacy evaluation system for leading cadres of CPC(index system and evaluation system).The application problem-recultivation system was as well discussed.The research is of great significance in theory and practice.Theoretically,on the one hand,it is of great significance to deepen the theoretical understanding of ideological and political education for leading cadres of CPC,and on the other hand,it provides a theoretical way to get rid of the influence of traditional official morality.From a practical point of view,the evaluation system can become a reference model for the evaluation of Ideological and political literacy for leading cadres of CPC in practice.The research on the re cultivation system of evaluation results provides some ideas on how to effectively improve the ideological and political literacy for leading cadres of CPC.The main body of the paper consists of four parts:The first part is the foundation of the evaluation index system of the ideological and political literacy for leading cadres of CPC.This part mainly explains what is the “ideological and political literacy” for leading cadres of CPC.For the content of the index system to be established,on the one hand,it defines the basic concept of ideological and political literacy for leading cadres of CPC,and expounds the theoretical basis and resources on which the content observation is based,so as to provide the basic support for the establishment of the observation index content.The second part mainly analyzes the current situation of the ideological and political literacy for leading cadres of CPC.According to the constitution of the ideological and political literacy,this part analyzes the basic situation and problems of the ideological and political literacy for leading cadres of CPC,analyzes the reasons,and puts forward two key points to improve the ideological and political literacy for leading cadres of CPC--to build up a scientific and operable assessment system and the recultivation system of the application of assessment results.The third part is the construction of the assessment system of the ideological and political literacy for leading cadres of CPC.This part is the focus of the study,including the elaboration of index system construction,the final establishment of index content,the construction and optimization of evaluation system.The fourth part is the application of the results of the assessment of the ideological and political literacy for leading cadres of CPC-the re cultivation system.From the perspective of continuous cultivation of ideological and political literacy,this part analyzes the necessity,principles and objectives of establishing a re cultivation system for the evaluation results of ideological and political literacy for leading cadres of CPC,and puts forward the general idea of establishing the re cultivation system.Based on the previous studies,this paper attempts to achieve a certain degree of innovation in four aspects.First,an attempt was made to construct a system of ideological and political qualities for leading cadres of CPC.Second,it tries to construct the assessment system of the ideological and political literacy for leading cadres of CPC.Third,try to construct the ideological and political literacy re cultivation system.Fourth,taking the research on ideological and political education for leading cadres of CPC as the research object,the paper tries to make the research on ideological and political education small and real,which is the innovation of the research perspective of ideological and political education in a certain sense.
