As an important part of leading cadres,leading cadres in colleges and universities not only have the common characteristics of leading cadres,but also have unique value attributes different from other leading cadres.The cultivation and promotion of the rule of law literacy of leading cadres in colleges and universities is directly related to the realization of their responsibilities and missions,and has an important impact on China ’s talent training and long-term social development.Based on the purpose of " promoting construction and reform by evaluation," this paper starts with the construction of the evaluation system of the rule of law literacy of leading cadres in colleges and universities,comprehensively uses the knowledge of law,sociology and statistics,and tries to determine the category of leading cadres in colleges and universities and the general connotation and tendency representation of the rule of law literacy in the construction of the socialist rule of law system with Chinese characteristics in the new era through theoretical research.From the theoretical perspective,a three-level evaluation index system including rule of law knowledge,rule of law consciousness,rule of law ability,rule of law thinking and rule of law identity,corresponding operation mechanism and supporting system are established to meet the requirements of the times and meet the characteristics of leading cadres in colleges and universities.Through empirical research,it provides practical experience support for the construction of indicators.At the same time,it comprehensively uses social surveys,expert discussions,data statistical analysis and other methods to scientifically analyze and verify the reliability,adaptability and applicability of the indicators from an empirical perspective,and also designs the index weights in line with the actual needs.Therefore,a set of specific content,complete mechanism and operable evaluation system of legal literacy of leading cadres in colleges and universities is constructed to provide support for the situation imaging and result application of legal literacy of leading cadres in colleges and universities.
