Interest Allocation Mechanism Of University-Industry Collaborative Innovation

With the deeping of economic globalization,economic structural adjustment and industrial transformation,various countries in the world are more and more aware of the great progress which is brought by science and technology innovation,and increasing investment in science and technology,trying to preempt the strategic high ground of science and technology competition.Carrying out collaborative innovation in universities is put forward for the new situation for China's higher education into the connotative development,and isthe major strategic initiatives which reflect on the will of the state.It is not only the inherent requirement of deepening the reform of the science and technology systemandimproving innovation ability of colleges and universities,but also the only way to strengtheningour country' s competitive power of the science and technology and promoting the construction of an innovative country.As a non-linear innovation organization model,which is cross-cultural,interdisciplinary and multi-body participation,it is very different from the previous industry-university cooperative institutions in the past.How to promote the benign development of university-industry collaborative innovation by objective evaluation,effective incentive and seeking of the innovation of systems is the objective reality challenges the country facing,is also the purpose and significance to carry out this research.This study integrated uses of synergetic theory,stakeholder theory,innovation network theory,triple helix theory,and uses investigation and interview method,case method,literature research,system analysis and comparative research.With the first batch of 14 university-industry collaborative innovation center as the research object which is identified by countries,to discusses the construction of collaborative innovation' s realistic need and basic path and analyzes the interests of the cooperative innovation mechanism and realistic problems.On the basis of the drawing lessons from and absorbing foreign cooperative innovation system design,organization mode,operation results to put forward the path of our country' s innovation in colleges and universities.At the same time,adhere to theresearch paradigm of combination of theory and practice,analyze the interests above different collaborative innovation center and complex factors of collaborative innovation interest allocationdetaillyand explore the construction of collaborative innovation interest allocation mechanism and its realization ways by field research,in-depth interviews and questionnaire survey to 13 field research of the first batch of countries identified 14 university-industry collaborative innovation centers.This study finds that collaborative innovation in colleges and universities has its special inherent regularity,which is not only a simple policy conception and theoretical innovation model,but also an empirical summary of human innovation practice for a long time.The essence of collaborative innovation in colleges and universities is the network of scientific and technological innovation,which is the innovation of institutional mechanism.Empirical research finds that there are some differences in the influence factors of different types of collaborative innovation for the interest allocation,but the main performance is the affordability of major tasks and the contribution of scientific research output.In the face of the collaborative innovation of colleges and universities,a complex open system consisting of multiple heterogeneous subjects based on a common goal vision,it is becoming necessary to establish and improve the reasonable configuration principle,scientific evaluation system and rational contract process and the supporting policies of interest allocation mechanism.The fundamental of colleges and universities is innovation.As a complex system engineering,the smooth development of university-industry collaborative innovation needsthe participation andclose cooperation between government departments,colleges and universities,industry enterprises and the whole society.
